Minutes of the Parish Council Meeting of Wainfleet St Mary which took place on Monday 11th July 2022 at 18.00 in the Community Hall, St Michaels   Lane, Wainfleet St Mary, PE24 4HB.

These are draft minutes and subject to amendment prior to being approved at the next Council Meeting Monday 12th September 2022.

           Also present – Clerk M Clarke and LCC/ELDC Cllr W Bowkett.

      3.  Presentation of Jubilee Recognition Certificates

          Chair MR presented the official Certificates of Recognition issued by the Pageant Master, Bruno Peeks, to Mr L and Mr P Whiley, who were instrumental in installing the beacon, Mr M Freeman            from Sea Lane Media for providing the drone footage of the lighting of the Beacon, and Mr T Ward and Mr C Shrubsole for attending as Fire Marshalls. Their respective contributions all made              the event the success it was, and thanks were extended to all.

      5.  Minutes of the Council Meeting on 13th June 2022

           The Minutes of the Council Meeting on June 13th 2022 were agreed by all Councillors present – proposed, seconded and resolved as a true record of the meeting.

       6.  Police report - No report as PCSO JS was unable to attend the meeting.

       7County and District Councillor Report

           LCC and ELDC Councillor Wendy Bowkett gave the following report

County Council - A bid for more charging points across the county has been made to government, the bid for £1 million pounds would allow 101 extra standard charging points and 8 rapid charging points to be spread across the county of which Skegness is one of the chosen places. The charging points will be placed in residential areas and car parks to allow for many people to take advantage and be able to use electric cars more easily.

Lincolnshire police are making £20,000 available to purchase 20 high tech night vision cameras to use in rural areas to try and reduce rural crime.

The collection amnesty for unwanted medical equipment has been extended to the whole of the county, any of our waste / recycling sites will take equipment and then it will be refurbed/ cleaned so it can be reused. Large items can be collected on 0345 1212032 - In the first few weeks trialling in Lincoln over a £1000 of goods were able to be reused again.

The Newly formed Integrated Care Partnership and Care Board commenced on the 1st of July, this sees a new way of working for the health service, this has replaced the CCGs and it should mean greater integrated working across the system including our doctor practices. The reorganisation is much needed, and all aspects of the health service will be looked at and reviewed to hopefully bring a better and easier system to access for our residents.

District Council - The connected towns deal fund have been confirmed, Skegness has been awarded £24.5 million, Mablethorpe £23.9 million and Boston £21.9 million. The details of what the money will be spent on has been submitted and has been approved.

For Skegness this will mean a new learning campus, which has been described as an economic game changer for Skegness, a 14 million grant fund has been awarded for this project. As well there will be Skegness foreshore major revamp, Skegness railway station improvements and a culture house at the Embassy centre along with the town centre seeing enhancement and improvements.

                           I am sure everyone will agree this is much needed investment to the town.

I have £1000 community fund to help local groups, if anyone knows of any group in Wainfleet that needs help then please let me know.

             8. Clerk’s report

 Costings were given on paint and cleaning materials for upgrading the bus shelter along with plants for the Jubilee Orchard.

 Best kept Village – this comes under the care of the campaign for Rural England and is split into regions –

 This is Lincolnshire’s https://www.cpre.org.uk/groups/lincolnshire/ although no specific details on the Best Kept Village – waiting further info after an email to them.

             9. Working Group Reports

   a)    Allotments – Following on from the letter sent to one of the tenants regarding working practices this year, discussion on single/double cropping and the perceived tenancy working it was suggested a working group meeting be convened following the inspection of the plots – meeting arranged for Wednesday 27th July at 2pm in the Hall

  b)    Grass Cutting, Trees and Hedges – Cllr WB has this in hand along with several other issues affecting the Estate. Overgrown nettles on St Michael’s Lane need strimming back - Cllr IH and MR will action.

c)     Play Area – Mr P Whiley had been requested if he was able to provide a quote – he had responded his workload would not permit and Council agreed to approach Leon Young to see if he could   oblige – clerk to action. Discussion on the log roll which is being used as a urinal is a more pressing matter – Cllr CA undertook to approach carl Dance to see if he would consider infilling and bark chip/gravel it.

        d)    Community Hall

     All in order.

   e)    Planning – Supporting comments for The Grange Planning Application have been submitted to ELDC following a site visit by Cllr MR, Cllr IH and Cllr PG.

    No further applications have been received.

    f)  Open Spaces - Jubilee Orchard – An additional parcel of land has become available for the Council to add to the Jubilee Orchard which the Council welcomed and agreed to       support taking it on with the fencing being continued to provide a boundary fence . A full and frank discussion followed whereby it is felt there has been a great deal of money spent to   date on this project which is not yet as some Councillors had envisaged it would look. Suggestions were made to consider a boundary of box hedging (the grant will support the  purchase of box), re-in forcing/replacing the existing fencing and new fencing to the additional land which could come in at a cost of £1300 - £1500.00. A suggestion of placing all other  projects on hold until the Orchard was looking ordered, well planted and tidy was suggested. Councillors agreed to take no firm decision or action for the moment, but to consider the cost implications and alternatives discussed and to return to the September meeting with ideas duly considered and a plan to take things forward.

10.  Community Hall Committee

Proposal for the Chair of the Hall Committee was proposed as Cllr SS with committee member AM nominated as Vice Chair. Proposed and seconded by Cllr MR and Cllr IH – Council Resolved to agree. Cllr SS advised all original Community Hall members are happy to continue. Terms of reference to include allocation of monies raised to be agreed – agreement followed for monies raised to remain within the Hall Committee account with the Council being able to receive funding for specific Council projects such as The Parish Sign. Proposed Cllr SS, Seconded Cllr IH – Council Resolved to agree.

Car Boot sale – Booked and promoted for 17th July. Banners required for A52 – clerk to arrange with Cllr CB and Carter Signs of Skegness. Size agreed (6 x 2 Feet with eyelets) and 2 required. Cllr CB has costed and will forward details to the Clerk. Agreed to use artwork from Cllr CB unless not suitable for printing. Proposed Cllr SS, Seconded Cllr MR – all agreed – Resolved to proceed.

The Lunch Club – Plans have been set for the Jubilee Tea on Thursday 28th July (table set up on the 27th of July) as the first event with a lunch on September 14th. Times are 12.00 for 12.30 @ £6.00 per head. Jubilee Tea poster required for Miller Court – Clerk to arrange plus posters for the Lunch Club lunch in September to be displayed and promoted. Cllr SS to contact Steve Lowndes for a sing-along afterwards for approx. an hour. Raffle prizes – all donations welcome.

11.Summer Fete Committee

The first meeting of the Summer Fete committee took place in the Hall of the 29th June. Notes of the meeting have been circulated and are attached to the minutes.   

Proposal to nominate Cllr SS as Chair and Cllr CB as Vice Chair – proposed Cllr MR and seconded Cllr IH – Council Resolved to agree.

The next meeting is August 10th at 6pm in The Community Hall – The Community Hall Committee and all are invited to attend.

                           12.  Review of Policies

Standing orders have been reviewed with a few amendments to be considered by the Council – Clerk will email round the affected statements for agreement and approval.

                                  Health and Safety is pending following review by the Councillors.

The Code of Conduct has been reviewed by LGA and the new and revised Code is recommended to be adopted by all organisations from National level to Parish level in conjunction with signing up to the Civility and Respect pledge – information will be sent round by the Clerk to enable Councillors to be fully informed before making the decision to adopt. LCC and ELDC have already adopted.

                           13Finance and Bank Accounts

Cheques for signature are £490.00 – Grass Cutting, £200.00 for Orchard sign and installation (funded by Platinum Jubilee grant award for the Orchard), Clerks wages and postage £427.00, Clerk’s tax £99.00 and £27.00 for payroll administration.

Costings for a new laptop – the Computer Shop £250.00 for a refurbished laptop with a 3-month guarantee, but no transfer of files, £450 from Gavardos (Skegness) for HP laptop with remote mouse and full year guarantee and transfer of files and Curry’s is £499.00 for the same as Gavardos. Clerk’s recommendation is for Gavardos – Council in agreement – Cllr IH proposed and Cllr CA seconded – Council resolved Clerk to arrange the purchase and file transfer from Gavardos. A dongle to permit internet access at the Hall - costs are being considered by the clerk to be presented at the next meeting as is a mobile phone contract using the existing handset but with a monthly contract as opposed to pay as you go currently costing between £10 and £20 per month depending on usage.

Bank debit card application has been scanned and submitted to Lloyds – this is third time lucky.

Budget statement presented and explained…..With the exception of the Platinum Jubilee, which is over budget, spending is on track with the agreed 2022/2023 budget.

14. Community Projects

It was agreed in agenda item 9f to consider suspending any further spend on Community projects pending a satisfactory outcome with regard to the Jubilee Orchard

16. Correspondence

Lindsey Blind Society have provided their quarterly report which had been emailed round before the meeting. No questions were raised in relation to the content.

A letter of interest in the Parish Councillor vacancy had been received by the Chair Cllr MR.

      Councillors appraised themselves of the content and the decision to vote to co-opt presented to the Council

Proposer Cllr SS, Seconder Cllr CA – Council were in full agreement and resolved unanimously to invite Dr Shrubsole to the meeting in September to formally co-opt onto  WSM Parish Council. Clerk to arrange.

17. Items for inclusion on the September Agenda.

                                 The new Code of Conduct and the Civility and Respect Pledge

                                 Request on behalf of WASTC for a donation towards replacing the Christmas lights. 

 

            To agree the date of the next meeting as Monday September 12th, 2022, at 6pm.
