Minutes of the Meeting of Wainfleet Saint Mary Parish Church Council that took place on Monday 11th April 2022 at 19.00 in The Community Hall, St Michael’s Lane, Wainfleet Saint Mary, PE24 4HB Approved at the meeting 9th May 2022

3.Minutes of the Council Meeting held on the 14th March 2022

The minutes were read and agreed as a true record of the meeting – all in agreement. Resolved to accept and Chair signed as approved by all.

4.Police Report

PCSO J Stephenson unable to attend - there is a Police Surgery on Thursday 14th from 3pm till 4pm for residents to speak with Jayne – Cllr I Hyde and C Alexander have volunteered to be present as well to speak with the Community.

5.Introduction from Sandra Smith – YMCA Lincolnshire Community Development Officer.

Sandra introduced herself advising this position is a funded position until March 2023. The remit covers Wainfleet and Gainsborough and is to assist with core group funding for community groups and resident associations. Groups must be constituted and hold a bank account – the funding fits around groups working with isolation issues, mental health and well being activities. It is a grass roots driven initiative which requires communication to all with the point of contact being Sandra. Posters will be displayed in the 2 Parish Notice boards and leaflets available for distribution.

6.County and District Councillor Report -

                     LCC and ELDC Cllr. Wendy Bowkett presented her report as under.

                     This will be posted on the Council web site later in the week.

       County and District report - Lincolnshire is set to receive its first Ukraine evacuees, which will stay with 200 sponsor families under the Ukraine programme.

       They are spread across Lincolnshire and a lot are friends and families, all families will be supported to settle in. 

       Covid testing sites are now closed, covid is still spreading rapidly so please take care and keep your distance in crowded places.

       Please keep reporting on fix my street, the backlog of potholes with extra gangs been sourced is finally being impacted and hopefully over the coming weeks

       we will have seen a difference.

       I will be supporting Wainfleet All Saints and Wainfleet St Mary in trying to get full Fibre into the area. We will be starting to collate names and addresses very soon

       so please look out for details.

7.    Matters Arising from previous Meeting and Clerks report

The Bank Mandates have been confirmed as completed – the Business Debit card is still in processing.

.                    Training Course for effective Chair and Clerk working has been booked for April 27th. Cllr MR and Clerk to attend the full day course.

                     Clerk has completed a Zoom refresher training on maintaining and updating the Council web site

                     Both S137 applications have been processed and 2 letters of thanks are under Correspondence

                    The Fibre broadband meeting on the March 28th was attended by 9 people with further detail in item 9

                     A reply has been received with regard to the allotment working that had required clarification from the tenant – discussion to follow in item 8a

     The Jubilee Bench has been delivered and is currently in store pending choice of site for the WSM bench – Invoice rec’d today from Roll and Scroll

    for which a cheque  will be written to add to the Finance and Reconciliation report manually

      Community Hall Bookings – The booking for Friday 8th was cancelled with an hour’s notice due to Covid – Invoice will still require to be paid

       Further bookings are Sunday 10th July for 2 hours and Monday 17th October 10.00am to 10.00pm for St Mary’s PCC Chine Supper.

      The litter pickers have been loaned to WASTC for their successful litter pick over the weekend. (Clerk will return when back from annual leave.)

      Final week of mentoring the new Clerk for Hogsthorpe Parish Council – the 3rd monthly meeting that was agreed to attend is on Thursday 14th.

       It is possible further assistance may be      requested - Agreement sought from the PC if it is as requested – approval given.

      The Play Park sign is observed as being very dirty and in need of a clean – Cllr CB volunteered to clean Tuesday morning. Accepted with thanks by all.

8.         Working Group Reports

                   To discuss and agree actions and associated expenditure for Working Groups

a.    Allotments –reply has been received from the tenant and the response accepted – due diligence to be followed with a further review in 6 months to continue to ascertain the method of working is as the contract terms. Clerk to contact tenant. .

b.    Grass Cutting, Trees and Hedges – AWA have been contacted to advise the fencing at the Play Area is in need of repair and the overgrowth removed – no response as yet. Cllr MR to advise Clerk of the department contacted to enable further follow up. AWA were previously contacted in it is believed 2018  - Clerk to check previous correspondence and action as appropriate.

c.     Play Area –Sanding and painting is now required as is attention to the log roll. Play Park sign will be cleaned by Cllr CB with assistance from Mr B.

d.    Community Hall – all in order – 2 Gas bottles due for delivery Tuesday from Empire Gas – COD. Cllr PG will meet and take delivery. Delivery to be advised 30 minutes before arrival to Clerk who will contact Cllr PG. The field behind the Hall is plagued with molehills. Cllr MR has details of a recommended pest controller specialising in mole removal. Clerk to contact for costings and details of services offered. This ideally needs to be cleared before the Jubilee celebrations in June.

e.    Roads and Street Lighting.  All in order. The overhanging tree in Vicarage lane is still being chased by LCC Cllr WB  - there is a suggestion to LCC a private contractor is brought in to remove and make safe with the invoice going to the occupier of the grounds in which the tree is rooted. – waiting a decision. Cllr WB is monitoring. Speeding along St Michael’s Lane has been a much covered subject over the last few weeks – discussion over additional 30mph signs. Cllr WB advised WASTC were considering purchasing a solar powered speed advisory sign – Consideration to be given to sharing the cost and the equipment. Cllr WB to advise WASTC and also inform on cost.

f.      Planning – The application for a Fishing Lake in Scaldgate has been lodged as neutral with a request for further detail on depth and fencing and general security along with bio-diversity comments. Application is tracked and Clerk will report as information received. A general discussion has requested more information be given in future applications to enable a fair and informed assessment of the application to be made at point of receipt..

g.    Fly Tipping – Not specifically fly tipping, but overflowing Glass bins on the Low Road has left glass on the grass verges – Clerk will contact ELDC to collect and clear...

h.    Street Furniture – Bench at the Bus stop near Milker Court - Agreed to clean off the bird droppings and move the bench closer to Miller Court to avoid tree and bird droppings – cost of removal to be given once new site is agreed. Cllr PG and Cllr MR in conversation for the cost which was pending agreement on the new site - cost to be advised to Clerk. This is a time critical move due to the Jubilee dates fast approaching.

i.      Fishing Pegs – Spilsby Fishing Club have made an approach to the River Steeping Angling Partnership for rental of the Fishing Pegs for use by their members – the pegs are owned by the EA – WSM has no ownership. The Partnership are due to meet to update finance access – Cllr WB and Mr D Skinner will meet. Concerns were raised over the number of cars parking on the Bankside and resultant damage that may occur to the banks  - Ultimately this is the responsibility of the EA who will no doubt monitor.

j.      Haven/Wainfleet Bank – A request had been received from a Wainfleet Bank resident with regard to a 30mph limit being imposed to reduce the speeding along the road and also to prepare for the increased traffic flow should The Barkham Arms application for increased caravan sites be agreed and approved. This request is unlikely to be approved by Highways

k.     Community Orchard – The fencing has been completed and several favourable comments have been made by the Community. A risk assessment is due to be completed by the Beaver Group Leader following which a programme of works to weed and plant for the Beaver’s Gardening Badges will be agreed. A donation of £100.00 from ELDC Cllr WB was offered and accepted with thanks to enable the Beavers to purchase bedding plants and trowels. It was agreed a maintenance programme in addition to the Beaver’s contribution would be needed to maintain the gardens and trees in good order. Agreed the start date should be April/May with initially a maximum spend of £80.00 per month through the spring and summer months. Cllr CA offered to liaise and arrange. Proposed by Cllr IH and seconded by Cllr CA – resolved to proceed. Clerk to work with Cllr WB re the grant of £100.00.

9.    Review of meeting with LCC representative regarding installation of Fibre Broadband

Cllr WB recommended a Working Group is set up to promote to the Communities of WSM and WASTC – including the businesses. Suggestions include a stall on the market,

 Open days at the Hall, FaceBook and social media promotions – leaflets – invitation to Mr C to join the Group and assist with the more technical aspects of the installations – Clerk to send invitation. All in agreement.

Cllr WB thanked all for their input and requested to leave the meeting at 8.40pm. Council thanked Cllr WB for her attendance and her contribution to the Meeting.

    10.  Finance and Bank Accounts

Cheques for signature - Clerk’s wages £383.30, Clerk’s PAYE £88.20, Haines Watts £27.00, LALC £132.00 (Annual Training Scheme) £500.00 WASTC – Jubilee Contribution to costs,

2 x Cheques for £150.00 to I Whittington and W Hatchman for the fencing, £160.00 drawn on the Community Account for Calor Gas, £160.00 for hire of Bouncy castle and sundries for the Jubilee (drawn as expenses payable to Mrs C Bradford), £1300.00 Roll and Scroll drawn on the night as invoice not to hand prior to the meeting.

Proposed a Food and Hygiene training course to be booked for Cllr AP and Clerk to enable 3 qualified to comply with of the Food Safety Regulations - Proposer Cllr IH, Seconded Cllr CB

A separate Working Group for Finance was suggested by the Chair to ensure the End of Year Summary and Draft Budgets could be agreed and in place for the annual Meeting on in May.

Date proposed was Monday April 27th at 11.00am. All Councillors welcome to be involved with a minimum of 3 attending plus the Clerk to enable the Budget and Summary to be agreed.

11.  Community Projects           

         Parish Sign – Agreed to defer until the July meeting.

        Community Orchard –. The Platinum Jubilee bench has arrived and ready for installation pending re-siting of the Community Bench currently on the Orchard.

        New position agreed on the green area opposite The Grange and in proximity to The Wainfleet Parish sign - as the public footpath from the field joins the area with the

        Bench being placed rear to the road and facing the public footpath and open fields.

        Signage has been recovered and plans in place for sign writing with a budget of up to £100.00

       Wording agreed as – “Wainfleet Saint Mary Jubilee Orchard Celebrating the Platinum Jubilee of HM Queen Elizabeth 2nd 1952 – 2022”

       Colour to be Green background with Gold lettering. Proposed Cllr IH, Seconded Cllr PG. All in agreement. Cllr IH will contact Cllr RP to arrange.

       Clerk to check ownership of the green area and gain permissions for the Community bench to be re-sited.

      Community Hall – Mural in the hall – First draft seen by Cllr MR and Cllr IH with Clerk – second draft in process of preparation.

       All Councillors will have the opportunity to see further drafts in the future.

      Low Road Community Bus Shelter Improvements – The shelter belongs to the Parish Council – listed as an asset and thus can be improved by the Council

      Discussions on improvements were agreed by all to defer until the Jubilee Celebration Plans are concluded

      Any Other Suggestions – No further projects until the Platinum Jubilee Celebration plans are concluded.

12.  Queens Platinum Jubilee – Extended bank holiday weekend Thurs 2nd June to Sunday 5th June 2022 – The Big Jubilee Lunch

The Bunting and flags for WSM have been received and are now in The Community Hall. Cllr RP has 6 Union flags for the Bridge.The old wood burning Beacon has been salvaged and a suggestion to use it for the 9.15pm country wide lighting to signal the start of the 4 day celebrations was discussed as to the feasibility and what actions need to be taken to enable it to go ahead. The Fire Brigade will need to do a risk assessment and crowd safety barriers will be required to fence the Beacon off. Cllr MR will look at this. Insurance will be required. Cllr IH will investigate the special costs. The pole will need a new socket – cost of Blacksmith to produce. Request Truckmasters to assist in placing and erecting. Cllr PG will contact Truckmasters. Agreement for field behind the hall required from the land-owner – Clerk will send letter asking if any objection with response if negative by April 25th. On the premise this becomes a possibility Hall could provide teas, coffees and hot snacks.

          Sports Day – A suggestion for the Friday to provide entertainment for the younger children along with a Bouncy Castle -  Ice creams and refreshments available

          from the Hall.

          All in agreement – races have been costed and drafted out with volunteers needed and equipment required –

          Agreed a cost of £160.00 to cover outgoing expenses provided to Cllr CB for implementation of the events. Clerk to ensure Insurance in place for the Public Liability.

   13. Councillor emails addresses -   Up date on new email addresses for date and FOI protection  - Discussions were agreed by all to defer until the Jubilee Celebration Plans are concluded  

    14. Correspondence – 2 letters of thanks from Lindsey Blind Society and St Mary’s PCC.

            15. Items for inclusion on the May Agenda – Staff Appraisal and Contract – Review of Pay and Allowance

            To agree the date of the next meeting as Monday May 9th 2022 at 7pm.
