Minutes of the Meeting of Wainfleet St Mary Parish Council that took place on Monday 10th January 2022 at 19.00 in the Community Hall, St Michaels Lane, Wainfleet St Mary, PE24 4HB. -  Approved at the meeting 14th February 2022

Request for WSM Parish Council to assist in ensuring Platform Housing take responsibility for the maintenance and re-instatement of damaged fencing allowing children to enter onto his land resulting in damage and trespass – photographs of the damage were mad available. Clerk to contact LCC Councillor WB and ask for contact to be made  - photographs to be scanned and returned.

    5.    County and District Councillor Report

      Wishing you all a Happy New Year and hoping that 2022 will be a better year for all of us.

      We had last week 84 cases of covid across the 3 health settings across Lincolnshire, with

      no one in intensive care over the weekend. These are 25% no vaccines and the rest a

      mixture of 1st/2nd and booster patients who mainly require oxygen. 

      The spread of the omicron virus is still high amongst all ages and I urge you all to be

       careful for the coming few weeks.

Lincolnshire County Council are asking you support a campaign to government which is called fix our funds to fix our roads, and return the 12 million they took away last year from our highways fund. We put the 12 million back in from LCC money last year but can’t do that year on year.

The 12 million equates to 24,000 pot holes filled, 37 miles of crumbling road rebuilt and 6 miles of failing footpath repaired.

We ask you to go to www.lincolnshire.gov.uk/highwaysfunding and join our fight for better roads.

The dredger is going back into the relief channel hopefully on the 14th January recommencing dredging on the 18th or 19th for approximately 4 weeks.

6.    Matters Arising from previous Meeting and Clerks report

The Barkham Arms application has been responded to with a list of concerns and is being tracked so all updates will be received….Comments are available on the Planning Portal for all to see. Acknowledgement has been received. Concern had been raised by residents with regard to removing hedge (belongs to the development) and potential removal of trees which come under the care of LCC. Photographs to be taken to monitor.

FloGas to be contacted for new account

Play Area has been inspected and certain areas highlighted – full list in Clerk’s report and available on request as is the API report 

7.    Review and report on Christmas Light Switch on.

Well patronised and good attendance – suggestion to book Steve Lowndes for 2022 switch on     agreed – date agreed as December 2nd Clerk to contact and book.

8.    Grass Cutting – Tenders for Consideration

The tenders were presented to the Council, compared and discussed for value and economics – Insurance documents were reviewed and decision taken to offer both contracts to Mill Properties. Other competitive tenders were considered but in the absence of insurance documents which had been requested to accompany the tenders it was agreed to offer the contracts to Mill Properties. 9.    Working Group Reports

To discuss and agree actions and associated expenditure for Working Groups

a.    Allotments – dykes being monitored – A52 right hand side growth requires removing from dykes. Cllr MR to contact Pete Whiley to discuss. Proposal for a second councillor to be familiar with the allotments to cover for Cllr MR if required – Cllr IH will meet Cllr MR – all in agreement.  

b.    Grass Cutting, Trees and Hedges – fallen tree over public footpath restricting access. Tree has fallen from The Vicarage – clerk to contact Mrs Sanders and request removal.

c.     Play Area – Report from The Play Inspection Company reviewed and discussed – Cllr RP to be contacted and requested to arrange repairs as required with Pete Whiley liasing with Cllr PG. Log roll – gravel as drainage to be considered.

d.    Community Hall   - all in order – Gents toilet brush still needs to be purchased.

e.    Roads and Street Lighting – No 16 is not functioning – Cllr IH to report

f.      Planning – No applications rec’d

g.    Fly Tipping – asbestos is Scaldgate still present – clerk will report again

h.    Street Furniture – all in order

i.      Fishing Pegs – all in order

j.      Haven/Wainfleet Bank – all in order

k.     Community Orchard – Halfpenny Hill/ Low Road – fencing of area and introduction of shrubs discussed – agreed community bench to be placed here – clerk to request Cllr RP to set in motion the slab base. Fencing quote to be obtained ready for discussion in February meeting and addition of 6 evergreen shrubs – clerk to arrange. Cllr IH nominated as project manager – proposed Cllr MR Seconded Cllr AP

10.  Finance and Bank Accounts

Payments this month for presentation – Clerk’s wages £362.44, Clerk’s PAYE £92.00, Haines Watts £27.00, Calor gas £176.89, Play Inspection Company £83.40

Mandate for Community Hall amended to remove Cllr S Roy and add 2 further signatories

Mandate for WS Parish Council Account updated to include Cllr C Alexander

Precept has been submitted as a NIL return

11. Community Hall 

Charity status and progress – Discussion followed on the advantages and disadvantages of applying for charity status. It was agreed there were no real advantages to merit the additional work in making an application. The Community Hall’s finances are now kept separate from the Council finances thus it was agreed to keep under the umbrella of the Parish Council with separate bank accounting transactions.

12Installation of Community Parish bench

Confirmed agreement to site in the Community orchard and slab to be set ready for installation. Clerk to contact Cllr RP to set in motion.

13. Community Projects –

Parish Sign – discussion on location – agreed as in the Community Orchard. Ideas discussed in terms of design – maybe contact the school for input? Cllr MR will consult with local company on potential costs to manufacture – all agreed to be appraised of likely costs before designs invited.

The proposal for a Mural in the hall was deferred due to Cllr AM making her apologies for tonight’s meeting.

14. Queens Platinum Jubilee – Extended bank holiday weekend Thurs 2nd June to Sunday 5th June 2022 – The Big Jubilee Lunch

Date changed to 18th January @6pm  – Cllr S Simpson and Cllr M Rust will attend – Clerk to advise WASTC

15. Correspondence –

 Request from LCC for Town/Parish Councils to invite comment from the public re the 3%    increase in Council tax for Adult social care – article to be posted on FaceBook inviting comments.

 Date of the next meeting agreed as Monday February 14th 2022 at 7pm.
