Minutes of the Meeting of Wainfleet St Mary Parish Council that took place on

Monday 14th February 2022 at 19.00 in the Community Hall, St Michaels Lane, Wainfleet St Mary, PE24 4HB.

Presentation of the provision of Full Fibre broadband for WSM and the time scale and costs. Public meeting to be arranged to invite WSM residents with presentations from LCC and other providers. Clerk to liaise with Cllr WB for dates.

Election of New Chairman 

Cllr S Simpson offered her withdrawal from the role of Chair but not as a Councillor. Agreement to accept and a leave of absence of up to 6 months Sabbatical due to ill health problems – Correspondence still be sent to Cllr Simpson. Clerk to advise Cllr Simpson.

Cllr M Rust was proposed and seconded for the Position of Chair – unanimous vote to appoint. The declaration was signed in front of the Clerk and Council and the meeting proceeded.

3. Declarations of Interest – Clerk declared an interest in the fencing quotation.

5. Police Report - No report

6. County and District Councillor Report     

 County council have had to put a revised budget proposal for 2022/23, despite an increase in government funding the council face a £22 million shortfall over the following three financial years. We understand this is also a difficult time for many families, with rising energy bills, but we must maintain our frontline services which residents rely on.We estimate our adult care will increase by around £13.5 million in 22/23, therefore we are still proposing a 3% increase in adult care. Meanwhile it is looking unlikely government are going to reverse last year's cut in highways funding which is leaving a £12 million shortfall.

We know that roads are a priority to residents, so we have little choice but to step in and plug the gap, as a result we are now proposing a further 2% increase in general council tax to make up the shortfall.  Lincolnshire County Council has been chosen for a government pilot project aimed at ensuring school meals meet national guidance supporting pupils healthy and well-being.

This pilot will work with our local food authority food safety inspectors to check schools are meeting the standards required. - The government also plan to launch a curriculum and training to ensure all children leave school with practical ability to cook 6 basics meals.

The River Steeping works continue, the desilting on the Relief channel is going well and will be finished in a few weeks. urther works will continue through the year with the new works plan coming out in the spring. 

The green bin for all your garden refuse is now due for payment if you haven't paid already please do so to enable you to get all the collections for the year. 7. Matters Arising from previous Meeting and Clerks report

FloGas – local company contact number to provide gas deliveries in the future – cod.

Barkham Arms Amended Planning Application – WSM and resident concerns have been submitted as an objection – acknowledged as received. Application is being tracked so will advise of any developments.

Music has been booked and confirmed for December 2 for Christmas 2022

Bookings for the Community Hall – Walnut Care and Theatre group and The Poor Lands

Clerk is booked onto 2 zoom refresher courses for maintenance of web site. Cllr Chris Alexander is booked for New Councillor training 10 May – Zoom course. Cllr I Hyde has attended a Zoom training course Tuesday 8 Feb.

Second meeting for the Queens Platinum Jubilee was on 28th January – attended by Cllr Rust – Cllr SS had covid and unable to attend.

Food Safety and Hygiene Check for the Hall – questionnaire to be completed and returned to ELDC prior to inspection. They will need dates of when the Hall kitchen and records are available to check.

8. Working Group Reports

To discuss and agree actions and associated expenditure for Working Groups

  1. Allotments – dykes being monitored – All tenants to be contacted with a reminder to check ditches and hedges for maintenance  - clerk to arrange..  
  2. Grass Cutting, Trees and Hedges – fallen tree over public footpath restricting access. Tree has fallen from The Vicarage – LCC have responded indicating it is not an obstruction and the case is considered closed. LCC Wendy Bowkett to be sent a copy of the advice as Council do not agree with the findings..
  3. Play Area – Repairs are ongoing and under review.- Log roll to have solid base and suitable infill, Mats have been cleared of grassy overgrowth, the bushy scrub and ivy has been trimmed back – the fencing around the pumping station is the responsibility of AWA and is need of repair. Clerk to contact AWA to effect repairs.
  4. Community Hall – toilet brush for Gents purchased – boiler light indicates service required (carried out in December ) clerk to contact Mark5 to remedy..
  5. Roads and Street Lighting – No 16 is intermittent – Cllr IH to report
  6. Planning – No applications rec’d
  7. Fly Tipping – asbestos is Scaldgate still present – clerk has reported again – response it will be removed within 28 days.
  8. Street Furniture – all in order
  9. Fishing Pegs – all in order
  10. Haven/Wainfleet Bank –  the wooden bench seat on Wainfleet Bank in need of cleaning and painting – possibly contact Pete Whiley to carry out what is needed.
  11. Community Orchard – Halfpenny Hill/ Low Road – bench is in situ.

  9. Resignation of Cllr M Chambers - To receive notice of resignation from Cllr M Chambers

Cllr M Chamber has offered her resignation due to not being able to attend the required number of meetings. Council regretfully accepted – Clerk to advertise a vacancy for a Parish Councillor.

10. Finance and Bank Accounts 

Payments this month for presentation –

Clerk’s wages £358.78, Clerk’s PAYE £84.20, Haines Watts £27.00, LALC - £265.25, T Blackamore - £955.20 –

Cheques that have not yet been presented are Firestop (receipt confirmed)     and The Play Inspection Company.

 Payments were made from the Parish Account pending updated mandate for Community Hall account –   these were:

 S Bogg – Oven – Pat testing -  £429.00, Boiler Service £85.00, Firestop Services £99.44

and Calor Gas £176.89 totalling 790.33 - less £120.00 for cheque for Lunches made payable to WSM Parish Council – balance due to Parish Account thus is £670.33.

Approval to transfer requested – proposed and seconded - all voted to agree- unanimous agreement.

 Mandate for the Community Hall amended to remove S Roy and add M Rust and S Simpson – Signatories now are A Murgatroyd, Sue Simpson, P Garrad and M Rust.  A new debit card in the name of WSM Clerk to be requested to be issued for the use of the Clerk for small items – postage, mobile phone etc. was proposed and all voted in agreement – unanimous. 

11.  Community Hall – Review of Hire Costs

With the increase in gas and electricity costs a review of hall hire was felt appropriate  - the hire costs have not been reviewed since the hall was opened for the Community some 6 years ago. Hall Hire rates were agreed as £7.50 per hour with a minimum 2 hour period for private hire - £14.00 per hour for profit related business.

12. Community Bench

  The Bench has now been situated in the Orchard and has been well received by members of the Public. Comments on Wainfleet Wainfleet have been very encouraging.

13. Community Projects –

Parish Sign – Cllr Rust brought forward costings for the Parish Sign in Lincs flag colours and design which were well received as an ongoing project. Thoughts were expressed as to a Jubilee bench for the Community as a permanent marker of a remarkable reign and Cllr Rust agreed to contact Roll and Scroll for costings of both a bench and sign.

Community Orchard – 3 fencing quotes had been sent round to all councillors for discussion and agreement. Agreement on one supplier subject to confirmation of cost without a gate but rails – and the provision of guards to the base of the posts to ensure a long life of the fence once erected – Clerk will obtain final cost and present to Council. Shrubs were recommended as Viburnum – cost between £25 or £50 depending on size of shrub required. To be considered and decision in March meeting.

Mural – Discussions on the mural were put on hold with the apologies from Cllr A Murgatroyd.

Other suggestions – A proposal was put forward to renovate the bus shelter at Miller Court – suggestions of repainting, placing planters in the area with red, white and blue flowers – all agreed to agenda for full discussion in the March meeting. Clerk to obtain costings of planters.

14. Queens Platinum Jubilee – Extended bank holiday weekend Thurs 2nd June to Sunday 5th June 2022 – The Big Jubilee Lunch

Update from Cllr Rust on arrangements made to date. Draft itinerary presented covering the 4 days – Sunday is the main day for Council supported activities. Bunting is being arranged and a request will be made to include Low Road and St Michael’s Lane. Once everything is finalised posters will be placed in the Notice Boards and on social media to inform all residents.

Proposals were made for something a little more child orientated for WSM – to be discussed in the March meeting.

15. Councillor email addresses – Agreed by all for Cllr C Alexander to explore the provision of

@WSMPCouncil.gov.uk for all Councillors to protect private emails from the FOI requests.

17. Items for Inclusion in the next meeting – Clerk Support role

Invitation for 2 councillors to act as Clerk support following the resignation of Cllr S Roy and the current sabbatical of Cllr S Simpson.

Mini Sports day for Children – Children’s pet show

Date of the next meeting agreed as Monday March 14th 2022 at 7pm.

The Chair closed the meeting at 9.15pm with the Chair thanking all for attending.
