Annual Parish Meeting Monday 9th May 2022

Wainfleet Saint Mary Annual Parish Meeting – The Community Hall, St Michael’s Lane, Wainfleet Saint Mary.

The Annual Parish Meeting was held on Monday 9th May at 6pm when all members of the Parish were welcome to attend and speak with the Councillors and to discuss Parish Issues.

The Annual Parish Meeting is a meeting of the Parish electorate. It is not a Parish Council Meeting.

The Parish Council Chair calls and Chairs the meeting.

The Annual Parish Meeting must be held between 1st March and 1st June (LGA 1972 sch 13)

1.CHAIR’S INTRODUCTION AND REPORT

Cllr MR welcomed all to the meeting and covered the impact of the past 3 years since the last Parish Meeting on 29 May in 2019. Councillors have retired and new faces have joined  and the past 2 years have brought challenges for all.

                Covid has brought many changes – the Council has been unable to run the Summer fete although this year this has been superseded by the Jubilee celebrations.

                Purchase of Community Hall completed – it now belongs to the Council and Community and was purchased from income and funds – no loans have been involved.

                Councillors have retired – Ron Abbot, Audrey Murgatroyd, and Eddie Broomfield.

                 Others have Resigned owing to external pressures – Sue Roy and Marianne Chambers

                Cllr Sue Simpson has stepped down stepped down as Chair,

                and Cllr Audrey Muratroyd (Vice Chair) has retired as both Vice Chair and Councillor after 40 years service to the Community

                Thus there is now a New Chair - Cllr M Rust and new Vice Chair – Cllr I Hyde’

                The retiring clerk’s position has been take up by Mrs M Clarke

                Our New Councillors are Iain Hyde, Ann Proctor, Christine Alexander, Cyd Bradford and Amanda Blackburn. WSM now has a full complement of Councillors.

                Various Community Projects have been undertaken  - the Community Orchard on Low Road – now renamed the Jubilee orchard was started in 2020 –

   Details are on the WSM web site for anyone who is interested in the history of it.

                3 Community cast iron benches have been purchased for the Community – The Platinum Jubilee bench will be sited in the Jubilee Orchard,

                   with the one commemorating RAF outside the Hall

                 and the third is a Community bench to be sited on an agreed green within the Community

                2 new Notice Boards – There is a new notice board outside the Hall and the second is on The Pinfold – both are a dark green and weather proof.

                WSM have a new web site and are encouraging interaction on the WSM Parish Council Facebook page.

                The Community Hall has been fully redecorated ready for use in 2022

                No precept raised again this year – council income comes from allotment tenancies

                There are Future plans including  – flower tubs around the bus shelter with a clean up of the shelter and bench                  

                There are Plans in place for the Jubilee Celebrations – working with Wainfleet All Saints to offer a 4 day programme of events –

                to include the Lighting of a Beacon, Family Sports day – bunting and entertainment in the Market Place

                Work on the River Steeping continues following the floods in 2019 with a

                Community Emergency Plan involving all 3 local Councils are in hand to manage any such future catastrophic event.

                POLICE REPORT

                PCSO J Richardson gave her report indicating e scooters are being monitored as a hazard on the roads.

               Local statistics to Feb 2022 indicated of 30 recorded incidents   only 3 were within St Mary’s – information on crime stats can be obtained on the Lincs Police web site –                 insert post code under Crimes and Statistics. Two surgeries had been successfully completed in the Hall last month with 2 further planned for the 10th May and                               the 21st May. Public had attended on both occasions.

                DISTRICT AND COUNTY COUNCILLOR REPORT

                County and District report - Lincolnshire is set to receive its first Ukraine evacuees, which will stay with 200 sponsor families under the Ukraine programme. 

                They are spread across Lincolnshire and a lot are friends and families, all families will be supported to settle in.

                Covid testing sites are now closed. Covid is still spreading rapidly so please take care and keep your distance in crowded places.

                Please keep reporting on Fix My Street, the backlog of potholes with extra gangs been sourced is finally being impacted and hopefully over the coming

                weeks we will have seen a difference.

                I will be supporting Wainfleet All Saints and Wainfleet St Mary in trying to get Full Fibre into the area - we will be starting to collate names and addresses very soon so                    please look out for details.

FINANCE REPORT

The Clerk read out the Financial report – copies available for handing around. The Internal Audit is in progress and will shortly be completed. The AGAR is complete subject to a favourable internal audit report and will then be submitted to the External Auditors. The Annual income/Expenditure figures were covered with no  questions from the Public.

PUBLIC SUGGESTIONS AND CONCERNS AND DISCUSSIONS

No specific concerns were raised- The Lunch Club was the subject of discussion as to its popularity and if it was possible to resurrect it once the Jubilee Celebrations had been concluded.

All agreed it would be a project that should be taken forward for discussion to full Council in June or July.

CLOSE OF MEETING

Cllr MR confirmed all issues discussed would be taken forward to a future Parish Council meeting. He thanked everyone for their input and for attending and closed the meeting at 6.35pm
