3. To receive the resignation of Cllr Audrey Murgatroyd as Vice Chair and Councillor. –
The resignation and retirement of Vice Chair Audrey Murgatroyd was offered and accepted with regret.
Audrey has been a Councillor for around 40 years and her wealth of knowledge of Council business and the local area will be sadly missed.
It was voted to send flowers and a card in appreciation of her service and to consider further how to acknowledge her contribution to the Community.
4. Election of Vice Chairman
Nomination for Cllr I Hyde to be elected to act as Vice Chairman – all Councillors voted and agreedDeclaration of Acceptance was signed – Resolved to appoint Cllr I Hyde to the position of Vice Chairman.
5. Minutes of the Council Meeting on 14th February 2022
The minutes were read and agreed to adopt as a true record – all in agreement. Resolved to accept and Chair signed as approved.
6. Police Report.
PCSO J Stephenson gave a report on the e-scooters which have presented a problem in Saint Mary’s – they are a national problem and illegal on the roads. Speeding is also under the spotlight and is continuing to be monitored. Dates will be agreed with the Clerk for Police Surgeries to be held in the Community Hall to encourage the public to share their worries and concerns. These will be advertised on the Parish Web site and on the Council FB page.
7. County and District Councillor Report -
LCC and ELDC Cllr. Wendy Bowkett has sent apologies and forwarded her report as under. This has been posted on the Council web site for all to see and read.
County council have had to put a revised budget proposal for 2022/23, despite an increase in government funding the council face a £22 million shortfall over the following three financial years.
We understand this is also a difficult time for many families, with rising energy bills, but we must maintain our frontline services which residents rely on.
We estimate our adult care will increase by around £13.5 million in 22/23, therefore we are still proposing a 3% increase in adult care. Meanwhile it is looking unlikely government are going to reverse last year's cut in highways funding which is leaving a £12 million shortfall.
We know that roads are a priority to residents, so we have little choice but to step in and plug the gap, as a result we are now proposing a further 2% increase in general council tax to make up the shortfall. Lincolnshire county council has been chosen for a government pilot project aimed at ensuring school meals meet national guidance supporting pupils health and well-being. This pilot will work with our local food authority food safety inspectors to check schools are meeting the standards required.
The government also plan to launch a curriculum and training to ensure all children leave school with practical ability to cook 6 basics meals.

The desilting has nearly finished on the Steeping - they are just completing the section to the B1195
ELDC are proposing a 3.2% increase inCouncil tax, which is a £4.95 increase on last year, so for a band D property including parish precepts the cost will be £226.70 per year.
How the council tax is split is as follows,
ELDC £156.69
LCC £1432.17
Police and crime £276.30
Town and parish's £70.01
A total of £1935.17 which in total is a £85.49 increase per year.
8. Councillor Vacancies
Mrs C Bradford and Mrs A Blackburn had expressed an interest in joining the Council to fill the 2 current Parish Council Vacancies. Council voted unanimously to approve and resolve the co-option of both ladies. The DPI and relevant documentation were signed and approved and Mrs Bradford and Mrs Blackburn welcomed onto the Council.
9. Matters Arising from previous Meeting and Clerks report
The Bank Mandates to update signatories and an application for a Business Debit card for use by the Clerk have been completed and await approval and signature
Mr Seymour has been invited to act as Internal Auditor and has accepted the invitation indicating he is happy to do so
Total Insight have had to cancel their booking in April for the Hall due to lack of interest.
A meeting has been arranged by Cllr W Bowkett with LCC to present the progress and information of Full Fibre being available in Wainfleet. Time is 6pm on Monday 28th March. It is anticipated 6 councillors for WASTC will attend and will be opened up to the Public. Information will be made available on the Council web site and FB page and in the notice Boards and also on Wainfleet Wainfleet. Clerk will promote.
10. Working Group Reports
To discuss and agree actions and associated expenditure for Working Groups
a. Allotments – a query has been raised over what constitutes a “partnership” for contractual understanding – 2 Councillors will arrange to visit the tenant and ask for an update to understand the situation currently. All tenants have been reminded politely of their contractual responsibility for maintaining the dykes and hedges in good order..
b. Grass Cutting, Trees and Hedges – AWA have been advised the fencing at the Play Area is in need of repair and the overgrowth removed
c. Play Area – All mats have been cleared of weeds – sanding and painting is now required as is attention to the log roll. Cllr PG to contact L Young for additional works costings.
d. Community Hall – all in order – 2 Gas bottles to be ordered – Clerk to arrange. Currently the Food Hygiene registration is suspended as there is no one with accredited Food Safety Training. Proposed Cllr AP and Clerk attend – agreed – Clerk to arrange. Cllr CB who has joined today has her accredited certificate and will bring a copy for display. The re-registration of the Hall can then be submitted.
e. Roads and Street Lighting. Light No 16 is in working order.
f. Planning – No applications received.
g. Fly Tipping – asbestos sheeting still on Scaldgate – Report to ELDC it has not been removed – Clerk will report again
h. Street Furniture – A Suggestion was made to move the bench on Low Road near the bus shelter to a different position to avoid the leaves and bird droppings that currently plague it. Agreed to resite with a new base – costing to be obtained – Clerk to arrange. Agreed and resolved to proceed.
i. Fishing Pegs -all in oder
j. Haven/Wainfleet Bank - all in order
k. Community Orchard – Fencing revised quote presented to include additional rails and no gate with the addition of post protectors for longevity. Viburnum Shrubs to be planted as fencing is completed and current cherry trees trimmed down to encourage side growth and shape. Budget agreed not to exceed £1400.00 – all agreed and resolved to proceed.
11. Arrangements for Annual Parish Meeting scheduled for May 2022
The first Annual Parish Meeting since 2019 was agreed for Monday 9th May at 6pm. Clerk to promote and advertise and encourage as many residents as possible to attend.
12. Finance and Bank Account.
Cheques for signature - Clerk’s wages £330.40, Clerk’s PAYE £80.00, Haines Watts £27.00 and Mill Properties £3124 for the 2021/22 grass cutting season.
Anglian Water DD has reduced to £10.00 – the Council is nicely in credit.
Discussion over accounting procedures for 2022/23 which has always been done on a spreadsheet. EasyPCaccounts is a software package designed for small Parish and Town Councils and offers a cloud based software package that meets all financial criteria. The cost is £5.00 per month and offers a 3 month free trial – Agreed the Clerk should register for the trial period and report back if suitable and effective accounting to meet the Audit and AGAR requirements.
All tenancy half yearly rentals have been received.
13. Community Projects
Parish Sign – A sketch of an idea has been drafted by Roll and Scroll needing a contrasting background suggested to be marine ply with the Lincolnshire flag included. Further costing and design will be obtained for the next meeting.
Community Orchard – The fencing has been covered in item 10k – a suggestion of looking at a small casual maintenance agreement to keep the Orchard looking tidy was suggested – agreed in principle subject to cost and confirmation of adequate insurance cover – to be discussed further in the next month – Clerk will agenda item.
Community Hall – Mural in the hall – Discussions were positive and agreement reached to contact the designer with a remit of river, fisherman, airplane, tractor and church – clerk will arrange. The mural idea was initiated by Cllr A Murgatroyd and Council agreed it would be a fitting tribute, once complete, to invite Audrey along for Coffee, cake and the unveiling.
Low Road Community Bus Shelter Improvements – Clerk to establish what restrictions there are and bring to the next meeting.
Any Other Suggestions – The suggestion to rename the Community Orchard to The Jubilee Orchard was met with smiles and approval and it was resolved to rename it as such. The Play Park sign can be renovated to be placed in the gardens – Clerk to contact and arrange a costing. Additionally – as part of the Jubilee celebrations it was proposed a Platinum Jubilee bench be placed in the Orchard and the WSM Parish bench be re-sited along the Steeping. Unanimous agreement – resolved to proceed. Clerk to obtain costing of new slab work and re-siting.
13. Queens Platinum Jubilee – Extended bank holiday weekend Thurs 2nd June to Sunday 5th June 2022 – The Big Jubilee Lunch
A copy of the Minutes of their recent meeting is attached to these Minutes. Additional bunting is required for WSM to cover the bridge to Vicarage Lane and the bridge to The Grange – Cllr MR to arrange and submit the invoice to WASTC. A contribution of £500.00 was agreed to support the Platinum celebrations being organised by the Jubilee Committee. Cllr MR and Cllr IH to advise at the next meeting.
14. Councillor emails addresses.
Up date on new email addresses for date and FOI protection – agreed to hold until next meeting – clerk to agenda as before.
15. Clerk Support Role – Nomination of 2 councillors to undertake Clerk Support role
Cllr I Hyde and Cllr C Alexander have offered their support and this has been accepted. They will work with the Clerk to ensure the duties of the Clerk are carried out correctly and efficiently.
16 – S137 requests – two applications have been received – both for £500.00. WSM Parish Church - support for the grounds, and Lindsey Blind Society to support the visually impaired in WSM with volunteer visits. The support for WSM Parish Church unanimously agreed and Clerk to advise. Clarification on detail of number and location of the visually impaired to be requested with a follow up of evidence the project has been delivered from LBS - Clerk to obtain.
17. Correspondence – request to include the Community Orchard on a national data base – all in agreement – Clerk to advise.
