Dear Councillors 

NOTICE IS HEREBY GIVEN that the Annual Council Meeting of Wainfleet St Mary Parish Council will take place on Monday 19th May 2025 at 18.00 in the Community Hall, St Michaels Lane, Wainfleet St  Mary, PE24 4HB.

ALL COUNCILLORS ARE HEREBY SUMMONED TO ATTEND

                              Following the Election of the Chair and Vice Chair there will be a 10-minute public forum when members of the public may ask questions or make short statements to the Council.

                              A further 10 minutes will be set aside for the meeting to receive reports from our LCC Councillor Maria Hume/Baxendale and ELDC Councillor Wendy Bowkett.

                               Members of the public are welcome to stay for the remainder of the meeting except for closed sessions, but they may not speak on any matter after the public session is closed.

       1. To Elect a Chair for the coming year 2025/2026                 

       2.  To receive and sign the Declaration of Acceptance of the Office of Chair of WSM Parish Council.

       3.  To Elect a Vice Chair for the coming year 2025/2026

       4.  To receive and sign the Declaration of Acceptance of the Office of Vice Chair of WSM Parish Council.

       5. Public Forum – Members of the Public invited to ask questions or to make short statements (maximum 10 minutes)

       6. Public Forum – LCC and ELDC Councillors invited to address the Council and public with their respective reports - maximum of 10 minutes.

       7.  Apologies for Absence - To receive and approve apologies for absence where valid reasons have been given

       8. To receive Declarations of Interest under the Localism Act 2011 - Members must declare any personal interest in any item on the agenda and state whether they are also prejudiced. In the case of personal interest, the member may speak           and vote on the matter. In the case of prejudicial interests, the member must withdraw whilst the matter is discussed.

      9. Draft Minutes from the Annual Parish Meeting on Monday 13th May 2024 – Draft Minutes from the General Meeting Monday 14th April 2025, Confidential Minutes of Monday April 14th and  Extraordinary meeting Tuesday April 29th           2025.

 Acceptance and Resolution to accept the Minutes of the Annual Parish meeting of the Council 13th May 2024 and the General meetings and Confidential Minutes of the 14th and 29th April 2025.

      10. To appoint Members to serve on the Working Groups and Committees of the Council.

       11. Working Group Reports - To receive and discuss reports from the Working Groups and agree any actions/expenditure necessary.

       12. Clerks report - To update the members on issues from the previous meeting with Clerk’s Report.

       13. Hall Committee report - To receive an overview of VE Day and plans in hand from the Hall Committee and other associated matters including a proposal for the Friendship Club.

       14. Finance and Bank Accounts

                                 To update the Members of financial matters.

                                To receive and authorise/approve items of payments and receipts.

                                Review Bank Accounts and Asset Register

                                Presentation of AGAR and associated documents for review and Approval – proposal to accept and sign.

         15. Grazing of the Hall Field – to discuss information received.

         16. Planning - To receive and discuss applications - any planning applications received between publication of agenda and the actual meeting will be added for discussion.         

         17. Review of Official Policies and new Financial Regulations and Standing Orders - To discuss, review and submit recommendations

         18. Correspondence - Any correspondence received will be emailed around prior to the meeting to enable Councillors to review before the meeting.                    

         19. 2025/2026 Council Meetings – To agree scheduled dates for the coming year
