Minutes of the Parish Council Meeting of Wainfleet St Mary which took place on Monday 10th June 2024 at 18.10 in the Community Hall, St Michaels Lane, Wainfleet St Mary, PE24 4HB, preceded by the Public Forum at 18.00

These are draft minutes and subject to amendment until approved at the next Council Meeting Monday July 8th, 2024, at 18.10.

Public – Three members of the public were present.

The meeting formally opened at 18.100 with Chair IH inviting the monthly report from Cllr WB.

The County and District Council work continues with plans having been received for the riverbank repairs which will permit costings and the eventual repair. The question of pontoons for the riverbank was raised and discussed briefly.

3. Declarations of Interest

No interests were declared.

4. Minutes of the Annual and General Council Meeting on Monday l3th May 2024.

The minutes of the meeting held Monday 13th 2024 were agreed as a true record – proposed Cllr CS and seconded Cllr CA. Resolved unanimously to approve.

5. Community Hall Report.

Chair of the Hall Committee JW gave a full report back from D Day and the professional success it was thanks to all who contributed. A note of thanks has gone to L and P Whiley for their part in making it an event to remember: to Robin and David Turner for the loan of their beacon, and to Cllr WB for the arranging of the attendant fire engine. Donations raised from tea and cake amounted to £93.07 – further donations of £93.18 were received from outside donations and pins purchased. Posts on FB with sound by Cllr MRL have been viewed many times and favourable comments received. Post to be submitted to thank all cake makers and helpers.

VE Day is part of 2025plans and will be included on future agendas for the Hall Committee.

A further vote of thanks to Cllr BA for the new storage which has assisted greatly in efficient planning and day to day working.

The Lunch Club continues to be fully booked and a regular booking enquiry for the Hall has been received with the first date being Wednesday June 26th from 10.30 to 12.30 for Age Concern Craft and coffee meetings.

A vote of thanks also to Bookers for a full case of Prosecco for the Village show raffle.

Chair IH thanked JW and TW for their attendance and report – JW and TW left the meeting at 18.25.

6. Clerk’s Report:

Queens Estate grass cutting – No contact from Platform re grass verges – however it has been noted the verges have been cut by Platform. PW to be requested to continue where possible.

Play Area – Quote for repairs sent to all with this report – for discussion as to what and when is repaired within the agreed budget for the year

.gov.uk emails – on the list but not yet done....

Funding – the bid for the Village sign will be resubmitted – SpaceHive bid is verified and live. £5K is being aimed for. UKSPF have additional funding from March 2025 so a further bid is possible to be submitted – or if the desire is there to look at other pots.

A bid has gone into the Lottery Awards for all to purchase a laptop and fund the screen and projector for the hall. A decision should be received before the first payment is due.

Outer Dowsing – Group continue to meet with Jenny and are looking at the criteria for the Community Benefit Fund and suitable projects within St Marys.

The newsletter and show schedule have been distributed to all homes in the village.

8. Working Group Reports.

a) Allotments – Initial Visit has been made and plans dating back to 1986 showing the placement of drains have been recovered and will be consulted. No pipes are evident in one section of the Marsh allotments. Initial inspections appear to indicate (with supporting photos) that dyke clearance could be part of the problem. Some have been cleared but others need attention. WG will discuss further to include rodding of drains and location of pipes and dyke clearance with a view to having a fuller report for the July meeting along with which dykes are the responsibility of who - Drainage Boards or tenants.

b) Grass Cutting, Trees and Hedges – Overgrown hedge/trees in Groose Lane – to be reported to FixMyStreet by whoever observes the overgrowth with photo evidence and forward to clerk.

c) Play Area – repairs discussed with limited budget – Cllr IH and BA will inspect, review the priorities and report back – clerk will circulate info to all councillors when received.

Monitoring sheets required by Cllr CB – clerk will arrange to send.

d) Community Hall – D Day flag to be taken down and hall windows removed of tape. All in order – the container needs a sort out – volunteers will be required.

Query raised on the plastic chairs offered – have they been accepted/delivered/cleaned?

Hall is booked for government elections – 6.00am to 10.00pm. Confirmed with ELDC and Boston Borough Council.

e) Planning – Dr CS gave an update on Outer Dowsing Section 56 notice. Objections to be received by Thursday 13th – nothing to add or include. There is a further meeting on 2nd July at 7pm in the Coronation Hall for those wishing to enquire/follow further.

f) Open Spaces – Review of mole control – to source a better value contract. Cllr MRL will contact a possibility.

9. Funding group report.

The bid for the laptop, screen and projector has been submitted to Awards for All. Discussion agreed the bid for the Village Sign should be placed on hold pending a quieter period to concentrate fully on community engagement and support to validate the bid.

10.Policies for review – Financial regulations

The new draft regulations from NALC have been made available to all – the Finance Committee will review and amend to meet the requirements of WSM Parish Council and bring to the Council for approval.

11. Adoption of .gov.uk email addresses.

A suggestion was made to use g.mail emails specific to each councillor for council business with a tag of wsm or similar to afford protection of personal emails in the advent of a FOI request. All in agreement – a simpler and more cost effective way to proceed. New email addresses will be forwarded to clerk for use in the future.

12. Correspondence

NALC Star Awards – to be considered for future years

Parish Council Engagement invitation – 27th June 6pm – attending will be Cllr IH and Cllr CA

East Lindsey Community leadership – Chair IH and Dr CS will follow.
