Minutes of the Parish Council Meeting of Wainfleet St Mary which took place on Monday 14th October 2024 at 18.00 in the Community Hall, St Michaels Lane, Wainfleet St Mary, PE24 4HB, preceded by the Public Forum at 18.00

These are draft minutes and are subject to amendment until approved at the next Council Meeting Monday November 11th, 2024, at 18.10.

Public –Three members of the public including 2 Hall committee members and LCC Councillor W Bowkett

Chair IH invited LCC/ELDC Councillor Wendy Bowkett to make her monthly report detailed as under.

The NHS consultation for the closure of Wainfleet surgery is still open until the 21st October.

LCC are challenging National Grid, they have sent a list of questions that they will instruct legal action if not responded to.

LCC are continuing to work on a plan for the riverbank repairs and will continue to keep the path closed until it is repaired.

The Spilsby and River steeping angling club have finally got permission for 20 platforms which will start to be installed from the spring.

There has been an exciting arrival on the wall of the Co-op in Wainfleet, it is the wing project that has been run by ELDC and creative project company. A set of swift wings have been handmade and sculpted. The information on them is so informative from where they fly, to breeding and nesting etc.. they are well worth a look and a photo opportunity. There are 9 other sets of wings that are being produced around the district, others in this area are Gibraltar point, Skegness theatre and Alford.

There is public meeting for the proposed nuclear waste site in Theddlethorpe. It is being held at the Dunes in Mablethorpe Saturday 19th October and Wednesday 23rd October.

There is a fake universal credit app and text messages that are going around at present people are being warned if they receive a text message from Universal Credit UK this is a scam.

2. Apologies for Absence - Apologies were received from Cllr C Bradford and accepted by Council.

3. Declarations of Interest - No interests were declared.

4. Approval of the Minutes of the Council Meeting on Monday 9th September 2024.

The minutes of the meeting held Monday 9th September 2024 were presented as a true record. Proposed Cllr PG; Seconded Cllr AP – unanimous resolution to accept.

5. Vacancy for a Parish Councillor

An application from Committee member Trevor Ward was warmly received – letter of interest and criteria are met and approved – Proposed Cllr PG, Seconded Cllr AP – all voted in approval of the appointment. Declaration of Acceptance signed and witnessed with DPI issued for completion and return. Chair Cllr IH welcomed Cllr TW to the table and his role as Councillor.

6. Apple Tree – St Michael’s Lane and Queen’s Estate

LCC, having had a report of the tree, have indicated they will monitor but no further action currently. Council discussed the management and control and a suggestion of coppicing by a professional to be costed out – clerk to obtain a price and bring to the November meeting. All in agreement with a letter of advice to go to residents who raised the concern.

7. Community Hall Report.

Chair of the Committee JW gave a full report of the Committee actions to date which are contained in the Hall Minutes from Thursday Oct 3rd and available on the web and in the Notice Boards.

Clerk to advise re straw bales on FB page to arrange removal.

8. Flag Days.

500 copies available for distribution as under:

Queen’s Estate will have Tea with Santa invites included.

Clerk to advise Cllr CB on return from her holiday.

10. Clerk’s Report:

Log Roll has been removed and area made safe.

The Environment Agency advice on routine and Maintenance checks along the Banks and in the WSM area – posted on FB and in Notice Boards for all residents to be aware.

New Low Road sign requested – current one is rotten and has fallen off – no further information currently.

The dog waste bin at the Bus Shelter on Boston Road has been replaced.

The asbestos in Church Lane has been collected and removed.

Additional reporting of tipping in Washdike lane of chair and planter.

The apple tree issue raised by a local resident has been turned down for coppicing/managing by LCC. Clerk has advised the resident.

The first Digi workshop hosted by Lincs Digital was attended by 4 people with queries all of which were resolved to the individual’s satisfaction.

The Conservation Area Approval document which largely encompasses Wainfleet All Saints but also includes Vicarage Lane and Miller Court/Low Road in WSM circulated – submitted to ELDC who advise the query will be referred to English Heritage who will respond direct. No response currently so further request sent 10th October.

Request for costs of new flags sent – awaiting reply.

Autum/Winter newsletter is printed pending agreement of councillors to distribute – Hall has funded the costs as part of marketing Film Night.

Survey forms – cut-off date is 31st October when Sandra will collect and collate and produce a report.

DBS checks required for children’s matinees as advised by LALC - £18.00 per person – Hall will fund the costs.

Further grant applied for by the Funding Buddies for the Christmas lunch for the Over 65 youth club.

Outer Dowsing have approved the funding of raised beds/planters/bulbs for the Orchard and Play Area – monies should be received this month or early November.

Invitation received from Lincs Wild Life Park for Golden Oldies to Go Wild – posted on social media.

The budget report presented for current month and 6 monthly review. All is on target with the only overspend on the Projector and screen which has been funded by a Lottery Grant and thus is covered.

All payments approved and agreed – Cllr CA and Cllr MR – proposed and seconded and resolved by all to approve.

13. Working Group Reports.

a) Allotments – Site visit completed with tenant representative, LMDB and Cllrs MR and AP. 3 quotes for improving the drainage to be obtained for discussion – one received, 2 are in the pipeline. Further meeting tba when all to hand. Clerk to obtain a map of allotments for display for the next meeting. Budget and precept planning will be required to fund these works unless other funding can be found.

b) Grass Cutting, Trees and Hedges – Contract for 2025 has been offered on the same rates and terms as 2024. New contract proposed Cllr PA, Seconded Cllr CA – all agreed to resolve. Clerk to process paperwork and advise.

c) Play Area – Councillor TW nominated to monitor play area and report monthly to free Cllr CB for family activities (Movie Night and Christmas etc) Clerk will provide check sheets.

d) Community Hall – All is checked - more defib sheets required and 2 gas bottles to be ordered. Clerk will arrange.

Certificate of Appreciation suggested for Elaine Walton for her contributions to the community – clerk to arrange.

Anglian Water have advised of a possible leak – inspection indicated meter full of water indicating leak may be from road to meter. Clerk to arrange inspection by AWA

e) Planning – No applications received.

f) Open Spaces – Reports of nuisance bike/quad bike using the Groose Lane area as a racetrack. Cllr WB and Cllr IH have met with the resident. For any action reports need to be made every time to 101 to create a nuisance profile and action from the Police. Clerk will post and report if requested to by residents.

Mole patrol – Suggestion of mole traps to be purchased and placed in the field once grass cutting has ceased for the season. Cllr IH and MRL will place. Clerk to confirm when grass cutting will finish. Proposed Cllr TW, Seconded Cllr PG – all agreed and resolved to approve

Overhanging trees at Miller Court path to bus stop – to be dealt with in house – all agreed.

14. Funding group report.

A bid has been submitted for a Social Isolation grant to fund Lunch at Woodthorpe for the Lunch Club.

Confirmation from Outer Dowsing an invoice has been received for the Calendar sponsorship and the planting for the Orchard and the Play Area.

15.Policies for review – Financial regulations

The new draft regulations from NALC have been made available to all – the Finance Committee is now one member short, and a 3rd person is required to take the review forward. Cllrs Dr Cs and Cllr MR nominated and agreed to fill the vacancy.

A date of November 4th is set to review along with the Budget and Precept planning in preparation for the Council meeting in November.
