Minutes of the Parish Council Meeting of Wainfleet St Mary which took place on

Monday 13th September 2021 at 19.00

in the Community Hall, St Michaels Lane, Wainfleet St Mary, PE24 4HB.

These are draft minutes and subject to amendment prior to being approved at the next Council meeting on Monday October 9th at 19.00

1.Police Report      

       Apologies were received from PCSO J Stephenson who sent the following report –

      POINT 1.     We will return to carrying out speed checks on St Michaels lane

      POINT 2.     In regards to a mirror - Unfortunately this would need bringing to the attention of ELDC or Highways

2.Apologies for absence

                Apologies from Cllr A Murgatroyd and LCC/ELDC Councillor W Bowkett were received and accepted.

3.Declarations of Interest

                 Member of Public I Hyde has a planning application submitted

4.Minutes of the Council Meeting on 13th July 2021

               To confirm the minutes as a true record of the council meeting held Monday 14th July 2021 – Proposed Cllr PG Seconded Cllr RP

               The Minutes were approved as a true record of the meeting held 13th July 2021

5.County and District Councillor Report

                LCC and ELDC Cllr. Wendy Bowkett. – Apologies from Cllr Bowkett – no report submitted.

6.    Matters Arising from previous Meeting and Clerks report

FixMyStreet had reported no further action on missing A52 sign indicating Boston/Skegness – to be revisited as post still left and sign needs to be replaced. Clerk to report again and request re-instatement.

Roll and Scroll have completed the bench and forwarded their invoice for payment (included in Finance) The bench is currently with Cllr Picker and Cllr Rust

FixMyStreet requested for an update on the missing barriers at Pinfold – action was reported as “scheduled” but not date of repair has been set as yet

Mr and Mrs Field suggestion of tree planting – there are trees available for a new planting agenda – owner of field to be contacted to ascertain if he is agreeable

Proposal from WASTC to form a joint 3 parish committee with Thorpe St Peter  to celebrate the Queen’s Silver Jubilee in 2022 – Cllrs S Simpson and M Rust will be WSM representatives – item 16.

The Hall redecoration was completed Thursday 9th September – all agreed it was a good job well done. Invoice received and in Finance.

Coffee Morning arranged for 11th September – mail shot has been delivered and cakes were supplied by Grandma’s puddings

Brass plaque commissioned for retiring Cllr Ron Abbott after 36 years of service was presented to him at the Coffee morning with flowers for Mrs Abbott

Grass Cutting contracts come to an end this year and require discussion for 2022 and forward.

The External Auditor’s report has been received and accounts are correct and in order with no areas of concern. The point was raised of notice of public rights was available for 30 days and not 30 working days. A note has been taken for 2021 audit report.

               7.  Co-option of New Councillors

               2 new applications from Mr Iain Hyde and Mrs Anne Proctor –

              Unanimous decision to approve co-option onto WSM Parish Council – Proposed by Cllr RP Seconded by Cllr PG – recommended by Chair SS

              An interest in item was declared by Mr Hyde – this had been declared prior to co-option – see item 3.

              DPI forms were issued and completed as were the Declarations of Acceptance and noted by Chair SS and Clerk MC                                       

               8.     Working Group Reports

              To discuss and agree actions and associated expenditure for Working Groups

a.    Allotments – dykes being monitored – all in order currently. Grips are being monitored – water level not a problem.

b.    Grass Cutting, Trees and Hedges –Play areas etc all cut and hedge trimming arranged and done….

c.     Play Area – no problems

d.    Community Hall – still waiting defib pads – Clerk is chasing LIVES for delivery due next month. Cllr PG has the code.

e.    Roads and Street Lighting

f.      Planning  1 application - item 12

g.    Fly Tipping – report of TV, freezers, settees on Low lane and Washdyke – all have been reported and removed.

h.    Street Furniture – all in order.Bus Shelter has had rubbish removed from behind (Cllr PG) and branches cut back and removed (Cllr PG)

i.      Fishing Pegs – all in use and in order.

j.      Haven/Wainfleet Bank – Clerk to check with Cllr WB re the bank causing the footpath to slip – WB has been in contact with EA to ascertain who has responsibility – Highways or EA- update to be requested.

k.     Community Orchard – Low Lane – awaiting rotavation and seeding once the cooler weather arrives for weed removal.

                    9.   Finance and Bank Accounts

                        Payments over £100 for transparency include – PKF Littlejohn (External Auditor) £240.00, Clerk’s wages £489.50, Roll and Scroll £1250.00

                        and L Young   £1350.00 -     Bank statements and a reconciliation report were presented and approved.

        10. Grass Cutting Contracts and Tenders

        Contracts end this year for grass cutting – agreed invitations to tender to be posted by Clerk

                   11. Community Hall

      Proposal to form a Committee for purpose of Community Hall Business and terms of reference – Promotion of Hall – to be discussed at a later date

      Review of Coffee Morning – approx. 50 people…offer of volunteers and new councillor – topic of speeding. Invite PCSO for a surgery to discuss with residents –

      All residents who raised   concerns and left their details have been contacted with what action is being taken.

      Presentation made to Ron for retiring after 36 years as a Parish Councillor and brass plaque unveiled with thanks for his service and knowledge which will be hard to          replace.

      Request from Angie Kisby to consider hiring the hall for a Funeral Celebration for local people and also Baby Naming ceremonies.

      Proposal agreed in principle – as this will be a commercial venture Insurance cover to be checked by Clerk and confirmed once full proposal is submitted.

      Mrs Kisby to be invited to the next meeting to make a presentation

12Planning

      To receive and discuss applications

Application reference S/195/01719/21 has been received and is now being considered. Observations are requested no later than 14/09/2021. Planning Permission - Extension to existing dwelling to provide additional living accommodation, part of existing dwelling to be demolished. Erection of a detached garage, existing garage on site to be demolished - BRYNDALE, GROOSE LANE, WAINFLEET ST MARY, SKEGNESS, PE24 4EZ

No objections – Cllr I Hyde had declared an interest and fully explained the application to the Council – refrained from voting and commenting.

13Siting and Installation of Community Parish bench.

       Bench has been delivered and in store pending agreement on siting and installation.

       Discussion on best location – under the trees near Miller Court is likely to result in leaf fall and damage and slipping issue.

      Agreement to position on the Community Orchard once  completed – all Cllrs in agreement.

      A fee of £100.00 was agreed for the installation of the bench – unanimous agreement.

14. Update on new Notice Boards

      Boards are ready and will be delivered and installed in the next few weeks.

      Clerk will have a weeks’ notice of delivery and 30 minute advice as to time of arrival. Installation  is included in the cost – current board on PInfold will need removing.

     Cllr PG and Cllr IH will remove and Cllr RP will dispose of the board.

     Cllr IH to speak with residents of the bungalow regarding the condition of the brick wall behind the board once removed   to agree it is in reasonable condition/repair as       appropriate.

15. Christmas 2021 Plans.

      The Lunch Club will arrange a Christmas Lunch on a Saturday - date tba

       Christmas Tree light switch on with mulled wine, mince pies,carols and prayers – date proposed Friday December 3rd at 6pm – unanimous agreement.

      Further Coffee morning to be arranged.

16. Queens Platinum Jubilee – Extended bank holiday weekend Thurs 2nd June to Sunday 5th June 2022 – The Big Jubilee Lunch

      Invitation from WASTC to join together with Thorpe St Peter to provide a partnership approach to the celebrations

     Thorpe have indicated they are interested but would like a bit more detail on the proposal.

      It has been suggested a date be arranged when 2 members of each Council could meet to discuss ideas, finances and planning and if a joint approach is feasible.

      Cllrs S Simpson and Cllr M Rust will attend as WSM Council representatives. WASTC will advise date – timing to be in the evening.

   17. Correspondence  

         Request from RBL through Cllr M Rust regarding wreaths – 2 to be ordered. Clerk will arrange

     To agree the date of the next meeting as Monday October 11th at 7pm. – Agreed by all
