Draft Minutes of the Meeting of Wainfleet St Mary Parish Council that took place on

Monday 11th October 2021 at 19.00 in the Community Hall, St Michaels Lane, Wainfleet St Mary, PE24 4HB.

4.Minutes of the Council Meeting on 13th September 2021

The Minutes were read and agreed as a true record of the meeting held 13th September 2021

Proposed Cllr PG, Seconded Cllr MR – agreed and resolved.

5.County and District Councillor Report - LCC and ELDC Cllr. Wendy Bowkett.

Recycling Centres are now open without the need to book

Natasha’s Law (all allergens need to be listed on pre-packed products for sale) came into force on 1st October and Lincolnshire Trading Standards are encouraging all food businesses to be aware of the requirements – a webinar is available – details in the full report posted on the web site and in the Notice Board..

There is a new project working to ensure autistic people get the support they need – full details on the report on the Council web site and Parish Notice Board

Looking after your eyes – with increasing work being carried out on line it’s important to look after our eyes – full details in the report on the web site

Going Drink free is an effective way of improving health and saving money – One You Lincolnshire is there to support – look up www.oneyoulincolnshire.org.uk/lincolnshire-residents. Help and Sdvice is also available from the NHS better health website – here you can download the Drink Free Days app

Highways – 6208 potholes have been filled this last month and 225 miles of roads have been resurfaced and redressed. From October 1st gritters will be on call 24 hours every day until April next year. All A and B roads will be gritted which amounts to 2000 miles of highway – 25,000 tonnes of salt is on standby.

Covid booster and flu vaccines are being rolled out – please get one if you can.

NHS Lincolnshire CCG are beginning a formal consultation on the future of 4 NHS services – more info on www.Lincolnshire.nhs.co.uk web site – it is open till the 23rd December

The 3 Council partnership between East Lindsey, Boston and South Holland is now official – more info is on the East Lindsey website

6.    Matters Arising from Previous Meeting and Clerks report

         DPI forms have been submitted to ELC and published.

         Highways/FixMyStreet have reported the missing A52 sign will not be replaced

FixMyStreet requested further update on missing barriers along Pinfold to Salem Bridge – repairs had been scheduled but not actioned.

Lincs Police have a Fraud Officer who is offering presentations to Parish and Town Councils on scams and fraud that can be shared with residents – approx. 1 hour long using the package Defence against Scams which is used by Trading Standards. Agreed to invite for a presentation.

Mrs A Kisby unable to attend this meeting as invited but would like to come to the November meeting.

           7.     Co-option of New Councillor

   1 new application form Mrs M Chambers – introduced and co-opted to fill council vacancy

    Proposed Cllr AM, Seconded Cllr PG – unanimous decision to co-opt.

    DPI forms issued and completed and Declaration of Acceptance complete and signed by clerk MC

          8.     Working Group Reports

       To discuss and agree actions and associated expenditure for Working Groups

a.    Allotments – dykes being monitored and are looking good.

b.    Grass Cutting, Trees and Hedges – all in order – under the care of Cllr RP

c.     Play Area – Cllr MC to monitor and report – discussion on possibly updating and improving with new equipment. Equipment is currently popular and works well – the cost of new equipment and safety matting is high and will soon deplete council finances. Councillors requested to have a look at other play area and to bring ideas to the next meeting.

d.    Community Hall – Cllr PG to continue reporting and monitoring

e.    Roads and Street Lighting – Cllr IH to report and monitor

f.      Planning – all Councillors

g.    Fly Tipping – Cllr AP to report to clerk any observations

h.    Street Furniture – Cllr PG to continue monitoring and reporting

i.      Fishing Pegs -all Councillors

j.      Haven/Wainfleet Bank – Cllr RP to continue report and monitor

k.    Community Orchard – Cllr MR to oversee and monitor

         9. Finance and Bank Accounts

         Payments this month over £100.00 for transparency – B Simpson Garden services £550.00 for Low Road Wild flower planting and clearance,

         Clerk’s wages to include postage and mobile top up - £380.36 - Lloyds banking mandate has been completed to remove signatories no longer on the Council and to

         add two new signatories – submitted to Lloyds with ID – awaiting update/confirmation of process completed

All allotment rents have been received.

Proposal to transfer £10,000 from Council Treasurer’s account into Community Hall account received as grant for lost fund raising opportunities – proposed Cllr AM, seconded Cllr RP. All in agreement. Clerk to implement. Funds will be used in part for the Village Fete next year and Christmas celebrations this year.

10. Grass Cutting Cuts 2021

A breakdown of cuts by T Blackamore for 2021 season supplied as under - -

Queens’ Estate – 15th April,11th May, 15th June, 14th July,19th August,7th September.

Dyke in front of Low Road – 15th April, 8th June, 7th September

Barriers – 19th April, 14th May, 7th June, 14th July, 5th August,27th August, 10th September.

Observations of cuts don’t appear to support the dates – Clerk to contact TB and establish if scheduled or actual cuts

A short discussion on grass cutting contract requirements agreed clerk to meet with Cllr RP to agree areas to be cut and frequency

          11. Community Hall

Proposal to form a Committee for purpose of Community Hall Business and terms of reference – Promotion of Hall – Discussion on the best and most efficient way to run the Hall for the benefit of the Community – Charity with Trustees and Committee with local residents or Council run – further information to be obtained on the benefits of charity organisation, how to apply and implement to ensure no financial regulations are compromised and meets with audit approval.

Report regarding tree planting on the field adjacent to the Hall -

Letter has gone to Mr Chamberlain – awaiting a response. The trees mentioned in the newsletter coming from LCC are additional to those sourced by Sarah from ELDC. Wherever they are planted has to have community access

Lives – Kirsty have been contacted three times to confirm when delivery of defib pads will be made – waiting for a response…

Walnut Care have booked the Hall for 2 hours on Wednesday October 13th.

12. Planning

To receive and discuss applications - None rec’d

13. Siting and Installation of Community Parish bench.

Update depending on Low Road Orchard Project - All completed, cleared, levelled and seeded and ready for bench. Discussion as to adopt the currently grassed over dyke – all agreed to leave as it is. Cllr MR to oversee and monitor – liaise with Cllr RP to arrange installation of Community Bench.

14. Update on new Notice Boards

Date of delivery will be advised once backlog of work has been completed.

15. Christmas 2021 Plans.

Date of 1st December at 10.30 agreed for decoration of Hall and tree – all Councillors to be involved.

Cllr AM will request and arrange attendance of Father for prayers

Steve Lowndes to be contacted by Clerk to provide the music.

Mulled Wine, Mince Pies and sausage rolls to be provided by councillors/volunteers with Teas and Coffees

Clerk to order 25 sweet bags for distribution to children from Dixie Mix

Community Hall Christmas Lunch arranged for December 11th- 12.30 for 1.00

Bookings only- cost to be £7.50 per head and will include present

Clerk to arrange poster/compile bookings and promote including to Link Up magazine

MR Blackamore to be requested to supply Christmas tree as per last year - delivery requested for Monday 29th November or the previous Saturday – Clerk to arrange.

16. Queens Platinum Jubilee – Extended bank holiday weekend Thurs 2nd June to Sunday 5th June 2022 – The Big Jubilee Lunch

Week comm November 15th has been put forward – Tuesday 16th is the preferred date at 6pm – Clerk to advise WASTC and confirm if agreed.

17. Correspondence 

   Invitation from John Seymour regarding placing of wreath and service at 11am on November 11th to

   remember the fallenCllr MR will attend for WSM.

 

     To agree the date of the next meeting as Monday November 8th at 7pm.
