Monday 8th November 2021 at 19.00 in the Community Hall, St Michaels Lane, Wainfleet St Mary, PE24 4HB.

To confirm the minutes as a true record of the council meeting held Monday October 11th- confirmed as a true record with the addition of Cllr A Murgatroyd as present. Proposed AP Seconded MR

5.County and District Councillor Report

Apologies were received from Cllr WB and a report send forward for the Councillors to consider – as below. The full report will be posted in the Notice Boards and on the Web site.

Geological Disposal Facility (GDF) for Theddlethorpe: RWM (Radioactive Waste Management) is the management team looking for a suitable site across the UK. A working group is being formed with the local parish council as well as Lincolnshire County Council who have nominated the leader Cllr Martin Hill to represent the Council.

Queen's Green Canopy Initiative: HM Lord‐Lieutenant of Lincolnshire Mr Toby Dennis and RAF Coningsby's Station Commander planted a tree at the Battle of Britain Memorial Flight to commemorate the Queen's 70th Jubilee. The Queen's Green Canopy (QGC) initiative is a unique, UK‐wide tree planting initiative created to mark Her Majesty’s Platinum Jubilee in 2022, which invites people to "Plant a Tree for the Jubilee." With a focus on planting sustainably, the QGC encourages everyone to play their part to enhance our environment by planting trees from October through to the end of the Jubilee year in 2022

Tackling climate change – The Lincolnshire Way: Leading the way in Lincolnshire ‐ changes we are making in Lincolnshire to help achieve COP26 goals. On October 13, Lincolnshire County Council held the first ever Lincolnshire Climate Summit during the run up to the 2021 United Nations Climate Change Conference (COP26) in Glasgow.

Lincolnshire Waste Partnership – celebrating a successful year Find out how Lincolnshire Waste Partnership has continued to deliver innovative services and improvements while dealing with the challenges of the pandemic in its Annual Review 2020‐21.

NHS Lincolnshire: NHS Lincolnshire Clinical Commissioning Group (CCG) is conducting a formal public consultation exercise on the future of a number of NHS services. This is your chance to share your views on these services, the challenges they face, and proposals for improvement.

Views needed on support for autistic children and adults and their families: The Lincolnshire Autism Partnership Board (LAPB) is asking people for their views on how to make sure that the right support is provided at the right time. They are particularly keen to hear the thoughts of autistic people ‐ both children and adults ‐their families, carers and professionals.

High Needs Strategy for Lincolnshire 2021‐23 This strategy sets out our aims over the next three years to make sure those children and young people with Special Educational Needs and Disabilities (SEND) in Lincolnshire are helped to thrive in school and in life. The full and quick read versions, which can be shared with families, are available at SEND High Needs (sharepoint.com)

Highways 6208 potholes have been filled in the past month, and a further 225 miles of resurfaced and surface dressed roads. From October 1st gritters will be on call 24/7 until April next year, all A and B roads will be treated.

6.    Matters Arising from previous Meeting and Clerks report

The new mandate for Lloyds to add Cllr IH and Cllr AP to the signatory list has been sent to Lloyds – receipt has been confirmed

Cllr M Chambers DPI has been submitted to ELDC and approved.

Draft grass cutting contracts have been drawn up with the help of Cllr RP – and a tour of the areas to be cut.

Letter has been sent to Mr Chamberlain with regard to the field at the rear of the hall – no response as yet.

A request to Sharon from Fraud Prevention requesting a date for a presentation has been sent – will be followed up if no response as she returns from a week off.

Installation questionnaire has been completed and returned – provisional date of 23rd Nov agreed

16th November has been confirmed by WASTC for Jubilee celebrations – WSM, WASTC and Thorpe are all attending.

Poster for Christmas have been drafted and are awaiting approval from Councillors

Christmas tree has been ordered and delivery confirmed by TAB

Defib pads have been received and installed – defib is good to go.

       7.     Co-option of New Councillors

1 new application to join the Council has been received from Mrs Christine Alexander. Introduced to the Council and co-opted to fill a vacancy – Proposed AM and Seconded AP- Unanimous agreement. There was a concern expressed regarding the criteria for becoming a Councillor being met which it felt it was but clerk to confirm and report back

8.     Working Group Reports

       To discuss and agree actions and associated expenditure for Working Groups

a.    Allotments – dykes being monitored – clerk to contact LMDB regarding drainage dykes on Sea Lane

b.    Grass Cutting, Trees and Hedges – Confirmation from TB the info supplied is actual cuts…not scheduled cuts

c.     Play Area – one item in the Play Area (log roll circle) requires investigation for health and safety – Cllrs PG and IH will investigate further and report back if remedial work required

d.       Community Hall – all in order – tea urn to be inspected as PAT testing done – new brush required in gents toilets – clerk to arrange

e.    Roads and Street Lighting – all in order

f.      Planning – no applications

g.    Fly Tipping – bags of clippings in Washdyke to be reported – clerk will action

h.    Street Furniture – all in order – Cllr PG has some repainting in hand.

i.      Fishing Pegs – all in order

j.      Haven/Wainfleet Bank – all in order

k.     Community Orchard – discussion on additional trees to be planted along the additional area now cut – with a path and fencing to protect and enhance the gardens – Cllr PG and IH will inspect and report back. Clerk to establish if more trees are available for planting. A short discussion on the benefits of grass as opposed to wild flower planting which had been agreed at a previous meeting (17th May – item 12 i)  followed.

          9.   Finance and Bank Accounts

A copy of the reconciliation report was handed around and confirmation of balances of the accounts confirmed. A brief overview of anticipated costs and income was given.

4 Cheques were presented for signature – items over £100 for transparency were only Clerks wages at £364.09.

          10. Community Hall

Report of response regarding tree planting on the field adjacent to the Hall – there has been no response from the field owner regarding agreement or not.

Charity status and progress – Hand out prepared for all Councillors to read regarding information on charity status and the pros and cons – a copy is attached to these minutes. Agreed to digest and bring forward for discussion at the December meeting as a separate agenda item.

11Planning

To receive and discuss applications – none rec’d.

A resident has enquired if anything has been heard regarding the sale of The Barkham Arms and subsequent plans – trees have been felled and statics moved off the site. Nothing has been advised to the Parish Council through the Planning Portal – if anything formal is received clerk will contact the resident.

12Siting and Installation of Community Parish bench.

Update on anticipated date of installation – dates are in hand

Other Community projects – proposal from Cllr IH regarding a greater sense of identity for WSM in the form of a Parish sign to promote a pride and a cohesion within the community. Examples of costs and designs were handed around and after a positive discussion agreed to agenda as a separate item for the December meeting under Community projects – Cllr MR undertook to try to obtain a costing for a cast iron sign – Clerk to research if WSM has a Coat of Arms

13. Update on Notice Board Installation – Date of 23rd November has been confirmed. Cllr PG and Cllr IH to remove old notice board 15th November in readiness for new boards.  A slight move to the right in the Pinfold was agreed to allow the new board to be sited in softer ground keeping installation costs as agreed.

14. Christmas 2021 Plans.

The lunch date has around 15 bookings allowing for 15 more.

Dixie Mix happy to provide sweet bags at 85 pence – clerk to order 50

Steve Lowndes not available for provision of music – CDs and player will be provided by Cllr AM

Mulled wine to be organised by Clerk

Christmas tree has been ordered – TB confirmed they will deliver as requested

Santa is booked to arrive

Posters promoting both events will be displayed in NB and on FB and web site – to be included in LinkUP magazine too – clerk to arrange.

15. Queens Platinum Jubilee – Extended bank holiday weekend Thurs 2nd June to Sunday 5th June 2022 – The Big Jubilee Lunch

Report to follow from joint meeting arranged for 16th November

   16. Correspondence –

   One request from funding from CAB – deferred for a decision until the end of the financial year

   clerk to advise CAB.

Cllr MR advised there was to be a presentation on the 27th November to recognise 100 years of the   RBL and a meal @ £5.00 per head – further details are available from Cllr MR if anyone would like to attend.

17. Grass Cutting Cuts 2022

Presentation of Contracts for tender for 2022

Revised contracts showing all the areas to be cut and the number of cuts required drawn up and presented for approval. Monthly invoices to be offered to enable more controlled monitoring of cuts where required. Rolling contract of a year and annual review in lieu of 3 year fixed contract approved   - all in agreement. Notices to be posted – clerk will arrange – closing date to be Monday January 3rd 2022 to be discussed and contractor appointed at the January 2022 meeting.

           To agree the date of the next meeting as Monday December 13th at 7pm.

Close of meeting – the meeting closed at 9.40pm.
