Minutes of the Parish Council Meeting of Wainfleet St Mary which took place on Monday 13th February 2023 at 18.10 in the Community Hall, St Michaels Lane, Wainfleet St Mary, PE24 4HB, preceded by the Public Forum at 18.00

Report from ELDC/LCC Councillor W Bowkett

Lincolnshire County Council Report - Lincolnshire County Council will vote on the 4.99% increase to council tax on Friday.

Discharge flow of hospitals is easing, and the main impact now is when the EMAS strikes are taking place.

Highways are currently agreeing the details with our contractors for the planned program for 2023/24.

300 surface dressing schemes over the summer months were completed along with the renewal of the white lines and stud replacements.

The footway and carriageway slurry program began in April and was completed in November. There is also a program of siding that will see excess vegetation that is growing over existing footway.

The third and final grass cuts has been completed we have carried out a variety of small and medium drainage schemes.

Fix my street – 5873 reports In January, work continuing behind the scenes to improve how progress to reports can be updated to keep residents up to date with when things are going to happen. A grit bin layer to fix my street has been added to enable reporting of empty bins a map will be included to be able to pinpoint the location of the bin.

Call connect app trialed in South West of Lincolnshire and resulted in higher passengers, the app will now be rolled out across Lincolnshire.

East Lindsey is still to confirm their council tax, they are waiting to hear from Government after discussions concerning the drainage boards.

Elections will be going ahead in May; Purdah will commence on the 22nd of March. 

PCSO J Richardson joined the meeting a little later than the start at 18.00 and gave her report as under:

The monthly newsletters continue and are displayed on local council notice boards. The next meeting for WSM is the 24th of February at 4pm.

Monitoring of speed continues in the village.

2 electric scooter riders have had their first warning issued.

Scams and frauds continue to be a concern – advice and help is available – please contact for further help.

The Chair thanked both LCC W Bowkett and PCSO J Richardson for their reports.

PSCO Richardson left the meeting at 6.30pm

A request was received from LCC W Bowkett to amend the order of the meeting bringing items 10 and 11 forward to 5 and 6 due to having to leave at 7pm for other commitments. Chair asked Council to vote on the change – all members resolved to agree.

The meeting started at 18.10pm

1. To Receive and Accept Apologies for Absence where valid reasons have been given.

Apologies received and resolved to accept from Cllr Dr Shrubsole.

3. Declarations of Interest

4. Accepting and Resolution to accept the Minutes of the Council Meeting on 9th January 2023

The Minutes of the Council Meeting were agreed as a true record by all Councillors present - Proposed Cllr PG and Seconded Cllr SS – Resolved to approve.

5. Broken Railings – Pinfold/Salem Bridge.

The meeting of all parties (EA, LCC and Highways) on Friday 20th January was attended by Chair M Rust and LCC Councillor W Bowkett who had called the meeting as a matter of urgency. Parties agreed to come up with a working solution within 6 months. In the interim safety barriers would be installed to safeguard the public. These are now in situ.

6. River Steeping Bank

Concerns have been raised by a WSM resident who has observed digging along the Steeping banks creating steps and seating positions which could potentially be detrimental to the banks. The works were flagged to the EA and LCC Councillor WB for confirmation this had been agreed and authorised. LCC WB confirmed the Spilsby Angling Club were working with the EA to create additional seating areas and authority and agreement had been given. Cllr WB was requested to share the letter of authority she has from the EA with WSM so any further potential queries could be answered. This was agreed.

7. Clerk’s Report

Two Expressions of Interest have been received with reference to the advertised tenancy.

The UK Prosperity fund – there is potential for funding for the Orchard. Cllrs CA and Dr CS are looking at preparing a bid.

Letter of thanks/acknowledgement for resident who raised concerns over the digging out of the riverbanks has been sent.

Moles have been observed in the Play Area and on the Hall field.

Advice received from PCSO J Richardson redundancies may mean we lose her as a PCSO .The next Police surgery is February 24th at 4pm/5pm

The Hall had a booking from Walnut Care 8th February.

Parish Councillor Vacancy – advice from East Lindsey as under...

“As the vacancy falls within the six months of the date when a Councillor would have retired from the scheduled elections, under the rules it is for the Parish to decide whether to co-opt or to leave the seat vacant. There is no provision for holding an election at this point to fill the vacancy”.

The vacancy has been advertised and an application has been received.. Papers have been completed in preparation for the introduction and formal vote.

The glass bins at the junction of Low Road/St Michael’s Lane have been removed. FixMyStreet requested to remove frame.

Grit Bin at same location has been filled.

Report of tyres and sheeting reported to East Lindsey – items have been cleared

8. Parish Councillor Vacancy

Chair Cllr M Rust introduced Mr Barry Adams to the meeting who had earlier expressed interest in joining the Council following the loss of long serving Cllr R Picker. The Clerk and the Chair have met with Mr Adams with the appropriate paperwork and Council were invited to co-opt Mr Adams to the post of Parish Councillor. Proposed, Seconded and Unanimously agreed to co-opt. LCC WB indicated Mr Adams was required to be on the electoral roll to be eligible – Clerk will confirm with the Elections Office if this is a requirement as Mr Adams has been a resident for 12months within the Parish. Mr Adams was voted onto Council subject to confirmation from the Elections Office he is eligible.

9. Fibre Broadband Rollout

Currently the target of 200 is 50% there after the first leaflet drop. Additional signatures are coming in daily and the proposal to adopt an online campaign agreed – Clerk will post and invite registration through the message app. Post will go on WSM Parish Council and Wainfleet Wainfleet web sites. LCC Cllr WB advised The Co-op had asked for a signature sheet so residents could add their signatures as the shop – WASTC will organise and promote through the WASTC web and FB pages.

10. Working Group Reports

a. Allotments.

Two expressions of interest received. Clerk to post Notice of Vacant Farming Allotment Tenancy on Notice Board, web site and FaceBook pages. Applications to be received by the Council before the next Council meeting March 13th.

b. Grass Cutting, Trees and Hedges. – Clerk and Chair have met with Mr P Whiley and agreed the way in which business will now be conducted – direct contact between Mr Whiley and Clerk. An increase of 10% on 2022 grass cutting costs has been submitted for Grass Cutting in 2023. Council agreed to accept. Proposed Cllr SS, Seconded Cllr CA – Unanimous acceptance – Resolved to approve..

c. Community Hall – reports received for the month and all in order. A new gas cylinder is required to be ordered from FloGas. Clerk to arrange.

Molehills are evident on the Field – Clerk to obtain cost of annual contract for mole control.

d. Planning – Application reference S/195/00108/23: Planning Permission - Erection of a dormer bungalow with integral single garage: IVY COTTAGE, IVY HOUSE LANE, WAINFLEET ST MARY, SKEGNESS, PE24 4HL. Cllrs MR and IH have visited the site and Council have no objections. Clerk to advise Planning.

GR4 OuterDowsing – Alternative Option Route circulars have been received by WSM residents with a consultation meeting 21st February. Cllrs MR, IH, SS and Ap with Cllr Dr CS will attend.

e. Open Spaces.

Play Area: Mole hills are evident – clerk to obtain cost of annual contract for mole control for March meeting.

Jubilee Orchard: 3 quotes have been received. Funding to cover the shortfall has been identified - the EOI to be completed and submitted to the UKPSF by Cllr DR CS and Cllr CA with assistance from the Clerk. Once Funding is confirmed the preferred contractor will be advised with work to start in the Spring.

Bench on Wainfleet Bank/Siting of addl benches: Costing for siting at The Grange has been received – materials to be purchased by WSM with labour at £200. Proposed: Cllr IH, Seconded Cllr CB. Resolved to approve.

The bench on Wainfleet Bank – wooden seating plank to be replaced with wooden scaffold board or similar and not a composite material. Proposed: Cllr IH, Seconded Cllr PG. Resolved to approve. Clerk to advise Mr Whiley.

Discussion around the container agreed to power wash and then review.

11. Community Hall Committee

The Lunch club in January had a surplus of £181.99 which was banked 16th January.

Bookings for February number 44.

The cost of a new ceramic hob will be £545.99 to include fitting and VAT. Council agreed to support with the cost being met from the Community Hall Fund

Proposed: Cllr SS, Seconded Cllr AP. All resolved to accept. Clerk to confirm with Mr S Bogg for a hob with knobs – not touch controls and arrange a fitting date as soon as possible.

12. Woods at St Mary’s Church - WSM Paris Church

A request had been received from a WSM resident to consider naming the woods at St Mary’s Church “Abbotts Wood” and dedicated to the memory of long serving Cllr Ron Abbott who passed away last year. The Clerk has been in touch with the Church Properties and the Lincoln Diocese and been advised this can be decided by St Mary’s PCC. This requires a formal letter from WSM Parish Council to the PCC for their next meeting which is to be decided shortly. Council fully supported this – Proposed Cllr SS, Seconded Cllr AP  - unanimously approved. Resolved for Clerk to submit letter.

13. Coronation of King Charles 111

Communities Engagement officer Sam Smith was invited to contribute to this agenda item being the Officer for Platform Housing responsible for the Queen’s Estate.

Plans are to be put in place for a street party for the Saturday as a community led event with further aspirations to improve the MUGA area and to work with Magna Vitae and Children’s Links.

Council welcomed these initiatives and look forward to working with Sam to make the Queens a fully inclusive and active part of WSM parish and population. As a starting point the hall will be made available to engage with residents and future plan events.

Notes from the joint workings with WASTC on the celebrations for the 2 councils had been circulated and noted.

The Chair thanked Sam for her attendance and input and looked forward to the joint working in the future.

14. Summer Fete 2023

The Summer Fete working group had met a week earlier on the 6th February and Notes have been circulated to all Parish Councillors and Hall Committee members.

After much discussion it had been agreed that to have two events very similar to each other in terms of stalls and locations and within a week of each other, it was felt the population of Wainfleet could not support successfully both the Fete and the Revival weekend. Thus it was agreed the Summer Fete would not go ahead this year. The disappointment is keenly felt by all as this was an event first promoted in June 2022.

Other community events would be planned that will not compete with the Revival Weekend and it was proposed to retain the Fete Working Group as the Community Events Group and to meet to discuss alternative ideas.

Proposed Cllr CA, Seconded Cllr SS – Council agreed unanimously to resolve with the first meeting being scheduled for Monday 27th at 6.30pm. Clerk to advise Hall Committee.

The monthly and annual budget report was shared round before the meeting and the clerk briefly went through the report. The majority of the spending is on track with a couple of over spends on the Jubilee and a new laptop for the Clerk.

Income is increased with the re-introduction of the Lunch Club thus the Council is on track with the forecast for year end.

Bank Reconciliations were presented and approved.

Unanimously resolved to approve Reports and Reconciliations.

16. Car Boot Sales – 2023

Discussion as to restarting the car boot sales met with support from all councillors – 1st date agreed as 26th March when BST begins. Hall will be open for facilities, but tea/coffees and food will be supplied by a hot food stall. Fees to remain as 2022 £3.00 cars, £5.00 Vans and £5.00 cars and trailers.

Cllr CB will promote and open for traders from 9.00 with the Public from 10.00

Cllr CB will contact Naylor.

17.Insurance Renewal.

The Asset Register was presented for confirmation as correct and updated with the quote questionnaire for a new renewal premium for the Council. The information will be forwarded to BHIB and Gallaghers for their consideration.

18. National Council Award Scheme

The Chair introduced the Local and National Council Award scheme which is designed to promote high standards of best practice and good administration that is recognised through the whole of Local Government.

The Clerk gave a brief overview of the criteria required to achieve one of the 3 levels and the work that would be involved for WSM to make an application. Very few Councils in Lincolnshire have achieved an accredited status and there is a cost involved.

Council agreed in principle with the clerk to further investigate with a view to attaining the first and possibly the second level and the cost and likely time frame involved.

19. Review of Policies

The Equal Opportunities Policy has been reviewed by all Councillors and agreed to adopt for 2023 with the addition of an Induction Policy for new Councillors and Volunteers. Cllr CA and clerk will draw up and present at the next meeting.

20. Correspondence.

Father Aiden has been appointed to WSM with his installation at Burgh Church on Monday 6th March at 7pm. Cllrs MR and CA will attend on behalf of WSM Parish Council with the Clerk.

14. Summer Fete 2023

The Summer Fete working group had met a week earlier on the 6th February and Notes have been circulated to all Parish Councillors and Hall Committee members.

After much discussion it had been agreed that to have two events very similar to each other in terms of stalls and locations and within a week of each other, it was felt the population of Wainfleet could not support successfully both the Fete and the Revival weekend. Thus it was agreed the Summer Fete would not go ahead this year. The disappointment is keenly felt by all as this was an event first promoted in June 2022.

Other community events would be planned that will not compete with the Revival Weekend and it was proposed to retain the Fete Working Group as the Community Events Group and to meet to discuss alternative ideas.

Proposed Cllr CA, Seconded Cllr SS – Council agreed unanimously to resolve with the first meeting being scheduled for Monday 27th at 6.30pm. Clerk to advise Hall Committee.

The monthly and annual budget report was shared round before the meeting and the clerk briefly went through the report. The majority of the spending is on track with a couple of over spends on the Jubilee and a new laptop for the Clerk.

Income is increased with the re-introduction of the Lunch Club thus the Council is on track with the forecast for year end.

Bank Reconciliations were presented and approved.

Unanimously resolved to approve Reports and Reconciliations.

16. Car Boot Sales – 2023

Discussion as to restarting the car boot sales met with support from all councillors – 1st date agreed as 26th March when BST begins. Hall will be open for facilities, but tea/coffees and food will be supplied by a hot food stall. Fees to remain as 2022 £3.00 cars, £5.00 Vans and £5.00 cars and trailers.

Cllr CB will promote and open for traders from 9.00 with the Public from 10.00

Cllr CB will contact Naylor.

17.Insurance Renewal.

The Asset Register was presented for confirmation as correct and updated with the quote questionnaire for a new renewal premium for the Council. The information will be forwarded to BHIB and Gallaghers for their consideration.

18. National Council Award Scheme

The Chair introduced the Local and National Council Award scheme which is designed to promote high standards of best practice and good administration that is recognised through the whole of Local Government.

The Clerk gave a brief overview of the criteria required to achieve one of the 3 levels and the work that would be involved for WSM to make an application. Very few Councils in Lincolnshire have achieved an accredited status and there is a cost involved.

Council agreed in principle with the clerk to further investigate with a view to attaining the first and possibly the second level and the cost and likely time frame involved.

19. Review of Policies

The Equal Opportunities Policy has been reviewed by all Councillors and agreed to adopt for 2023 with the addition of an Induction Policy for new Councillors and Volunteers. Cllr CA and clerk will draw up and present at the next meeting.

20. Correspondence.

Father Aiden has been appointed to WSM with his installation at Burgh Church on Monday 6th March at 7pm. Cllrs MR and CA will attend on behalf of WSM Parish Council with the Clerk.

Lincolnshire County Council Report - Lincolnshire County Council will vote on the 4.99% increase to council tax on Friday.

Discharge flow of hospitals is easing, and the main impact now is when the EMAS strikes are taking place.

Highways are currently agreeing the details with our contractors for the planned program for 2023/24.

300 surface dressing schemes over the summer months were completed along with the renewal of the white lines and stud replacements.

The footway and carriageway slurry program began in April and was completed in November. There is also a program of siding that will see excess vegetation that is growing over existing footway.

The third and final grass cuts has been completed we have carried out a variety of small and medium drainage schemes.

Fix my street – 5873 reports In January, work continuing behind the scenes to improve how progress to reports can be updated to keep residents up to date with when things are going to happen. A grit bin layer to fix my street has been added to enable reporting of empty bins a map will be included to be able to pinpoint the location of the bin.

Call connect app trialed in South West of Lincolnshire and resulted in higher passengers, the app will now be rolled out across Lincolnshire.

East Lindsey is still to confirm their council tax, they are waiting to hear from Government after discussions concerning the drainage boards.

Elections will be going ahead in May; Purdah will commence on the 22nd of March. 

PCSO J Richardson joined the meeting a little later than the start at 18.00 and gave her report as under:

The monthly newsletters continue and are displayed on local council notice boards. The next meeting for WSM is the 24th of February at 4pm.

Monitoring of speed continues in the village.

2 electric scooter riders have had their first warning issued.

Scams and frauds continue to be a concern – advice and help is available – please contact for further help.

The Minutes of the Council Meeting were agreed as a true record by all Councillors present - Proposed Cllr PG and Seconded Cllr SS – Resolved to approve.

5. Broken Railings – Pinfold/Salem Bridge.

The meeting of all parties (EA, LCC and Highways) on Friday 20th January was attended by Chair M Rust and LCC Councillor W Bowkett who had called the meeting as a matter of urgency. Parties agreed to come up with a working solution within 6 months. In the interim safety barriers would be installed to safeguard the public. These are now in situ.

6. River Steeping Bank

Concerns have been raised by a WSM resident who has observed digging along the Steeping banks creating steps and seating positions which could potentially be detrimental to the banks. The works were flagged to the EA and LCC Councillor WB for confirmation this had been agreed and authorised. LCC WB confirmed the Spilsby Angling Club were working with the EA to create additional seating areas and authority and agreement had been given. Cllr WB was requested to share the letter of authority she has from the EA with WSM so any further potential queries could be answered. This was agreed.

7. Clerk’s Report

Two Expressions of Interest have been received with reference to the advertised tenancy.

The UK Prosperity fund – there is potential for funding for the Orchard. Cllrs CA and Dr CS are looking at preparing a bid.

Letter of thanks/acknowledgement for resident who raised concerns over the digging out of the riverbanks has been sent.

Moles have been observed in the Play Area and on the Hall field.

Advice received from PCSO J Richardson redundancies may mean we lose her as a PCSO .The next Police surgery is February 24th at 4pm/5pm

The Hall had a booking from Walnut Care 8th February.

Parish Councillor Vacancy – advice from East Lindsey as under...

“As the vacancy falls within the six months of the date when a Councillor would have retired from the scheduled elections, under the rules it is for the Parish to decide whether to co-opt or to leave the seat vacant. There is no provision for holding an election at this point to fill the vacancy”.

The vacancy has been advertised and an application has been received.. Papers have been completed in preparation for the introduction and formal vote.

The glass bins at the junction of Low Road/St Michael’s Lane have been removed. FixMyStreet requested to remove frame.

Grit Bin at same location has been filled.

Report of tyres and sheeting reported to East Lindsey – no advice of problem cleared as yet.

8. Parish Councillor Vacancy

Chair Cllr M Rust introduced Mr Barry Evans to the meeting who had earlier expressed interest in joining the Council following the loss of long serving Cllr R Picker. The Clerk and the Chair have met with Mr Adams with the appropriate paperwork and Council were invited to co-opt Mr Evans to the post of Parish Councillor. Proposed, Seconded and Unanimously agreed to co-opt. LCC WB indicated Mr Adams was required to be on the electoral roll to be eligible – Clerk will confirm with the Elections Office if this is a requirement as Mr Evans has been a resident for 12months within the Parish. Mr Adams was voted onto Council subject to confirmation from the Elections Office he is eligible.

9. Fibre Broadband Rollout

Currently the target of 200 is 50% there after the first leaflet drop. Additional signatures are coming in daily and the proposal to adopt an online campaign agreed – Clerk will post and invite registration through the message app. Post will go on WSM Parish Council and Wainfleet Wainfleet web sites. LCC Cllr WB advised The Co-op had asked for a signature sheet so residents could add their signatures as the shop – WASTC will organise and promote through the WASTC web and FB pages.

10. Working Group Reports

a. Allotments.

Two expressions of interest received. Clerk to post Notice of Vacant Farming Allotment Tenancy on Notice Board, web site and FaceBook pages. Applications to be received by the Council before the next Council meeting March 13th.

b. Grass Cutting, Trees and Hedges. – Clerk and Chair have met with Mr P Whiley and agreed the way in which business will now be conducted – direct contact between Mr Whiley and Clerk. An increase of 10% on 2022 grass cutting costs has been submitted for Grass Cutting in 2023. Council agreed to accept. Proposed Cllr SS, Seconded Cllr CA – Unanimous acceptance – Resolved to approve..

c. Community Hall – reports received for the month and all in order. A new gas cylinder is required to be ordered from FloGas. Clerk to arrange.

Molehills are evident on the Field – Clerk to obtain cost of annual contract for mole control.

d. Planning – Application reference S/195/00108/23: Planning Permission - Erection of a dormer bungalow with integral single garage: IVY COTTAGE, IVY HOUSE LANE, WAINFLEET ST MARY, SKEGNESS, PE24 4HL. Cllrs MR and IH have visited the site and Council have no objections. Clerk to advise Planning.

GR4 OuterDowsing – Alternative Option Route circulars have been received by WSM residents with a consultation meeting 21st February. Cllrs MR, IH, SS and Ap with Cllr Dr CS will attend.

e. Open Spaces.

Play Area: Mole hills are evident – clerk to obtain cost of annual contract for mole control for March meeting.

Jubilee Orchard: 3 quotes have been received. Funding to cover the shortfall has been identified - the EOI to be completed and submitted to the UKPSF by Cllr DR CS and Cllr CA with assistance from the Clerk. Once Funding is confirmed the preferred contractor will be advised with work to start in the Spring.

Bench on Wainfleet Bank/Siting of addl benches: Costing for siting at The Grange has been received – materials to be purchased by WSM with labour at £200. Proposed: Cllr IH, Seconded Cllr CB. Resolved to approve.

The bench on Wainfleet Bank – wooden seating plank to be replaced with wooden scaffold board or similar and not a composite material. Proposed: Cllr IH, Seconded Cllr PG. Resolved to approve. Clerk to advise Mr Whiley.

Discussion around the container agreed to power wash and then review.

11. Community Hall Committee

The Lunch club in January had a surplus of £181.99 which was banked 16th January.

Bookings for February number 44.

The cost of a new ceramic hob will be £545.99 to include fitting and VAT. Council agreed to support with the cost being met from the  Community Hall Fund

Proposed: Cllr SS, Seconded Cllr AP. All resolved to accept. Clerk to confirm with Mr S Bogg for a hob with knobs – not touch controls and arrange a fitting date as soon as possible.

12. Woods at St Mary’s Church - WSM Paris Church

A request had been received from a WSM resident to consider naming the woods at St Mary’s Church “Abbotts Wood” and dedicated to the memory of long serving Cllr Ron Abbott who passed away last year. The Clerk has been in touch with the Church Properties and the Lincoln Diocese and been advised this can be decided by St Mary’s PCC. This requires a formal letter from WSM Parish Council to the PCC for their next meeting which is to be decided shortly. Council fully supported this – Proposed Cllr SS, Seconded Cllr AP  - unanimously approved. Resolved for Clerk to submit letter.

13. Coronation of King Charles 111

Communities Engagement officer Sam Smith was invited to contribute to this agenda item being the Officer for Platform Housing responsible for the Queen’s Estate.

Plans are to be put in place for a street party for the Saturday as a community led event with further aspirations to improve the MUGA area and to work with Magna Vitae and Children’s Links.

Council welcomed these initiatives and look forward to working with Sam to make the Queens a fully inclusive and active part of WSM parish and population. As a starting point the hall will be made available to engage with residents and future plan events.

Notes from the joint workings with WASTC on the celebrations for the 2 councils had been circulated and noted.

LCC WB indicated Mr Adams was required to be on the electoral roll to be eligible – Clerk will confirm with the Elections Office if this is a requirement as Mr Evans has been a resident for 12months within the Parish. Mr Adams was voted onto Council subject to confirmation from the Elections Office he is eligible.

9. Fibre Broadband Rollout

Currently the target of 200 is 50% there after the first leaflet drop. Additional signatures are coming in daily and the proposal to adopt an online campaign agreed – Clerk will post and invite registration through the message app. Post will go on WSM Parish Council and Wainfleet Wainfleet web sites. LCC Cllr WB advised The Co-op had asked for a signature sheet so residents could add their signatures as the shop – WASTC will organise and promote through the WASTC web and FB pages.

10. Working Group Reports

a. Allotments.

Two expressions of interest received. Clerk to post Notice of Vacant Farming Allotment Tenancy on Notice Board, web site and FaceBook pages. Applications to be received by the Council before the next Council meeting March 13th.

b. Grass Cutting, Trees and Hedges. – Clerk and Chair have met with Mr P Whiley and agreed the way in which business will now be conducted – direct contact between Mr Whiley and Clerk. An increase of 10% on 2022 grass cutting costs has been submitted for Grass Cutting in 2023. Council agreed to accept. Proposed Cllr SS, Seconded Cllr CA – Unanimous acceptance – Resolved to approve..

c. Community Hall – reports received for the month and all in order. A new gas cylinder is required to be ordered from FloGas. Clerk to arrange.

Molehills are evident on the Field – Clerk to obtain cost of annual contract for mole control.

d. Planning – Application reference S/195/00108/23: Planning Permission - Erection of a dormer bungalow with integral single garage: IVY COTTAGE, IVY HOUSE LANE, WAINFLEET ST MARY, SKEGNESS, PE24 4HL. Cllrs MR and IH have visited the site and Council have no objections. Clerk to advise Planning.

GR4 OuterDowsing – Alternative Option Route circulars have been received by WSM residents with a consultation meeting 21st February. Cllrs MR, IH, SS and Ap with Cllr Dr CS will attend.

e. Open Spaces.

Play Area: Mole hills are evident – clerk to obtain cost of annual contract for mole control for March meeting.

Jubilee Orchard: 3 quotes have been received. Funding to cover the shortfall has been identified - the EOI to be completed and submitted to the UKPSF by Cllr DR CS and Cllr CA with assistance from the Clerk. Once Funding is confirmed the preferred contractor will be advised with work to start in the Spring.

Bench on Wainfleet Bank/Siting of addl benches: Costing for siting at The Grange has been received – materials to be purchased by WSM with labour at £200. Proposed: Cllr IH, Seconded Cllr CB. Resolved to approve.

The bench on Wainfleet Bank – wooden seating plank to be replaced with wooden scaffold board or similar and not a composite material. Proposed: Cllr IH, Seconded Cllr PG. Resolved to approve. Clerk to advise Mr Whiley.

11. Community Hall Committee

The Lunch club in January had a surplus of £181.99 which was banked 16th January.

Bookings for February number 44.

The cost of a new ceramic hob will be £545.99 to include fitting and VAT. Council agreed to support with the cost being met from the  Community Hall Fund

Proposed: Cllr SS, Seconded Cllr AP. All resolved to accept. Clerk to confirm with Mr S Bogg for a hob with knobs – not touch controls and arrange a fitting date as soon as possible.

12. Woods at St Mary’s Church - WSM Paris Church

A request had been received from a WSM resident to consider naming the woods at St Mary’s Church “Abbotts Wood” and dedicated to the memory of long serving Cllr Ron Abbott who passed away last year. The Clerk has been in touch with the Church Properties and the Lincoln Diocese and been advised this can be decided by St Mary’s PCC. This requires a formal letter from WSM Parish Council to the PCC for their next meeting which is to be decided shortly. Council fully supported this – Proposed Cllr SS, Seconded Cllr AP  - unanimously approved. Resolved for Clerk to submit letter.

13. Coronation of King Charles 111

Communities Engagement officer Sam Smith was invited to contribute to this agenda item being the Officer for Platform Housing responsible for the Queen’s Estate.

Plans are to be put in place for a street party for the Saturday as a community led event with further aspirations to improve the MUGA area and to work with Magna Vitae and Children’s Links.

Council welcomed these initiatives and look forward to working with Sam to make the Queens a fully inclusive and active part of WSM parish and population. As a starting point the hall will be made available to engage with residents and future plan events.

Notes from the joint workings with WASTC on the celebrations for the 2 councils had been circulated and noted.

The Chair thanked Sam for her attendance and input and looked forward to the joint working in the future.

14. Summer Fete 2023

The Summer Fete working group had met a week earlier on the 6th February and Notes have been circulated to all Parish Councillors and Hall Committee members.

After much discussion it had been agreed that to have two events very similar to each other in terms of stalls and locations and within a week of each other, it was felt the population of Wainfleet could not support successfully both the Fete and the Revival weekend. Thus it was agreed the Summer Fete would not go ahead this year. The disappointment is keenly felt by all as this was an event first promoted in June 2022.

Other community events would be planned that will not compete with the Revival Weekend and it was proposed to retain the Fete Working Group as the Community Events Group and to meet to discuss alternative ideas.

Proposed Cllr CA, Seconded Cllr SS – Council agreed unanimously to resolve with the first meeting being scheduled for Monday 27th at 6.30pm. Clerk to advise Hall Committee.

The monthly and annual budget report was shared round before the meeting and the clerk briefly went through the report. The majority of the spending is on track with a couple of over spends on the Jubilee and a new laptop for the Clerk.

Income is increased with the re-introduction of the Lunch Club thus the Council is on track with the forecast for year end.

Bank Reconciliations were presented and approved.

16. Car Boot Sales – 2023

Discussion as to restarting the car boot sales met with support from all councillors – 1st date agreed as 26th March when BST begins. Hall will be open for facilities, but tea/coffees and food will be supplied by a hot food stall. Fees to remain as 2022 £3.00 cars, £5.00 Vans and £5.00 cars and trailers.

Cllr CB will promote and open for traders from 9.00 with the Public from 10.00

Cllr CB will contact Naylor.

17.Insurance Renewal.

The Asset Register was presented for confirmation as correct and updated with the quote questionnaire for a new renewal premium for the Council. The information will be forwarded to BHIB and Gallaghers for their consideration.

18. National Council Award Scheme

The Chair introduced the Local and National Council Award scheme which is designed to promote high standards of best practice and good administration that is recognised through the whole of Local Government.

The Clerk gave a brief overview of the criteria required to achieve one of the 3 levels and the work that would be involved for WSM to make an application. Very few Councils in Lincolnshire have achieved an accredited status and there is a cost involved.

Council agreed in principle with the clerk to further investigate with a view to attaining the first and possibly the second level and the cost and likely time frame involved.

19. Review of Policies

The Equal Opportunities Policy has been reviewed by all Councillors and agreed to adopt for 2023 with the addition of an Induction Policy for new Councillors and Volunteers. Cllr CA and clerk will draw up and present at the next meeting.

Minutes of the Parish Council Meeting of Wainfleet St Mary which took place on Monday 13th February 2023 at 18.10 in the Community Hall, St Michaels Lane, Wainfleet St Mary, PE24 4HB, preceded by the Public Forum at 18.00

Report from ELDC/LCC Councillor W Bowkett

Lincolnshire County Council Report - Lincolnshire County Council will vote on the 4.99% increase to council tax on Friday.

Discharge flow of hospitals is easing, and the main impact now is when the EMAS strikes are taking place.

Highways are currently agreeing the details with our contractors for the planned program for 2023/24.

300 surface dressing schemes over the summer months were completed along with the renewal of the white lines and stud replacements.

The footway and carriageway slurry program began in April and was completed in November. There is also a program of siding that will see excess vegetation that is growing over existing footway.

The third and final grass cuts has been completed we have carried out a variety of small and medium drainage schemes.

Fix my street – 5873 reports In January, work continuing behind the scenes to improve how progress to reports can be updated to keep residents up to date with when things are going to happen. A grit bin layer to fix my street has been added to enable reporting of empty bins a map will be included to be able to pinpoint the location of the bin.

Call connect app trialed in South West of Lincolnshire and resulted in higher passengers, the app will now be rolled out across Lincolnshire.

East Lindsey is still to confirm their council tax, they are waiting to hear from Government after discussions concerning the drainage boards.

Elections will be going ahead in May; Purdah will commence on the 22nd of March. 

PCSO J Richardson joined the meeting a little later than the start at 18.00 and gave her report as under:

The monthly newsletters continue and are displayed on local council notice boards. The next meeting for WSM is the 24th of February at 4pm.

Monitoring of speed continues in the village.

2 electric scooter riders have had their first warning issued.

Scams and frauds continue to be a concern – advice and help is available – please contact for further help.

4. Accepting and Resolution to accept the Minutes of the Council Meeting on 9th January 2023

The Minutes of the Council Meeting were agreed as a true record by all Councillors present - Proposed Cllr PG and Seconded Cllr SS – Resolved to approve.

5. Broken Railings – Pinfold/Salem Bridge.

The meeting of all parties (EA, LCC and Highways) on Friday 20th January was attended by Chair M Rust and LCC Councillor W Bowkett who had called the meeting as a matter of urgency. Parties agreed to come up with a working solution within 6 months. In the interim safety barriers would be installed to safeguard the public. These are now in situ.

6. River Steeping Bank

Concerns have been raised by a WSM resident who has observed digging along the Steeping banks creating steps and seating positions which could potentially be detrimental to the banks. The works were flagged to the EA and LCC Councillor WB for confirmation this had been agreed and authorised. LCC WB confirmed the Spilsby Angling Club were working with the EA to create additional seating areas and authority and agreement had been given. Cllr WB was requested to share the letter of authority she has from the EA with WSM so any further potential queries could be answered. This was agreed.

7. Clerk’s Report

Two Expressions of Interest have been received with reference to the advertised tenancy.

The UK Prosperity fund – there is potential for funding for the Orchard. Cllrs CA and Dr CS are looking at preparing a bid.

Letter of thanks/acknowledgement for resident who raised concerns over the digging out of the riverbanks has been sent.

Moles have been observed in the Play Area and on the Hall field.

Advice received from PCSO J Richardson redundancies may mean we lose her as a PCSO .The next Police surgery is February 24th at 4pm/5pm

The Hall had a booking from Walnut Care 8th February.

Parish Councillor Vacancy – advice from East Lindsey as under...

“As the vacancy falls within the six months of the date when a Councillor would have retired from the scheduled elections, under the rules it is for the Parish to decide whether to co-opt or to leave the seat vacant. There is no provision for holding an election at this point to fill the vacancy”.

The vacancy has been advertised and an application has been received.. Papers have been completed in preparation for the introduction and formal vote.

The glass bins at the junction of Low Road/St Michael’s Lane have been removed. FixMyStreet requested to remove frame.

Grit Bin at same location has been filled.

Report of tyres and sheeting reported to East Lindsey – no advice of problem cleared as yet.

8. Parish Councillor Vacancy

Chair Cllr M Rust introduced Mr Barry Evans to the meeting who had earlier expressed interest in joining the Council following the loss of long serving Cllr R Picker. The Clerk and the Chair have met with Mr Adams with the appropriate paperwork and Council were invited to co-opt Mr Evans to the post of Parish Councillor. Proposed, Seconded and Unanimously agreed to co-opt.
