Minutes of the Parish Council Meeting of Wainfleet St Mary which took place on Monday 9th January at 18.10 in the Community Hall, St Michaels Lane, Wainfleet St Mary, PE24 4HB, preceded by the Public Forum at 18.00

Report from LCC/ELDC Councillor W Bowkett

Covid and flu vaccines are still available, and residents are encouraged to take these up.

Covid and flu has hit residents hard over the last few weeks, the cases should start to decrease now.

EMAS are striking Wednesday, hospitals will try and discharge as many people as possible over the next two days to try and help with keeping a and e moving.

Residents are urged to call 111 in the first instance of you need medical attention the can help with seeing a doctor, medication etc. If it is life threatening, then you must still dial 999

Both LCC and ELDC will have to raise council taxes this year, increasing pressures facing households and the authorities over rising costs will mean the use of reserves to be able to balance the books.

Local elections in May, residents will have to bring photo ID to polling stations before being able to cast their vote.

A meeting to sort the issue of the damaged fencing on the steeping opposite Batemans will take place on the 20th of Jan, both highways and the EA will be present, I will update after the meeting has taken place.

A minutes silence was held in respect and in memory of Cllr R Picker who has sadly passed away before the formal commencement of the Council meeting at 18.10.

3. Declarations of Interest

None declared.

4. Accepting and Resolution to accept the Minutes of the Council Meeting on 12th December 2022

The Minutes of the Council Meeting were agreed as a true record by all Councillors present - Proposed Cllr Dr CS and Seconded Cllr SS – Resolved to approve.

5. Clerk’s Report

WASTC have been contacted with a request for a market stall Friday January 27th.

500 flyers have been ordered from Vista Print

Allotments – annual review of rates for tenants and expression of Interest

£25 has been taken from the Chair annual allowance in recognition of and in thanks of additional contribution by Pete Whiley and passed to Cllr RP

A letter has been sent to the occupier of Field House in Groose Lane regarding the tree that is obstructing the highway – as advised by LCC Highways. The tree has been trimmed with further trimming arranged for the Spring.

Letter also sent to Highways regarding the broken rail on Vicarage Lane/Salem Bridge – an all party meeting has been arranged for 20th January.

Invoices have been sent for the 2 bookings in December for the Hall – payment not yet received - to be chased up.

An estimate of costs has been requested for the siting of benches etc etc

Jubilee Orchard – Invitations to quote for the works to be carried out on the Orchard 

Community Hall – PAT testing has been completed - a costing and installation of a branded ceramic hob has been requested.

The auto fill boiler is installed – payment has been made to O Moses.

The boiler has been serviced (£90.00) and payment made. Mark 5 were called out to boiler lock out due to freezing temperatures – boiler fired up and working ready for the lunch on the 14th - advised how to deal for the future – call out £60.00 has been paid.

2 bottles of Calor have been delivered by Empire gas at a cost of £140.00 cash on delivery.

Cllr MR has obtained info for Hog Roast

Insurance 2023 – the 3-year fixed rate comes to an end May 31st.

Potential Funding sources – 2 emails sent round for discussion under Correspondence..

6. Fibre Broadband Roll Out

500 leaflets available for distribution as per Appendix A from the November meeting. Attendance at the market stall on the 27th agreed as per Appendix B.

7. Working Group Reports

a. Allotments. The annual review agreed to increase by rates 5% for the first time since 2018 with tenants being advised with their half yearly rental invoice. The increase will take effect April 2024.

Proposed Cllr SS, Seconded Cllr AP – Council resolved to accept.

b. Grass Cutting, Trees and Hedges. – An informal meeting between Chair, Clerk and Mr P Whiley is to be arranged in respect of a new working relationship. Clerk will arrange. Cllrs IH, CS and PG will inspect the hedges in Groose Lane and St Michael’s Lane with a view to trimming.

The occupant of Field House has responded and agreed to trim the walnut tree back as requested by Highways.

c. Community Hall – reports received for the month and all in order. It was agreed the Hall diary will be passed to Cllr SS when the Clerk is on leave,

d. Planning – No applications have been received – confirmation of a refusal in respect of Application Case S/195/01860/22 has been received and circulated.

e. Open Spaces.

Play Area: Vandalised ride on bike confirmed will be repainted.

Jubilee Orchard: The formal quote is anticipated to be received this week. The complementary spraying was completed last week but owing to the heavy rains has been washed away and will be required to be repeated. Additional quotes are being sought for comparison for 3 other landscape contractors.

Bench on Wainfleet Bank/Siting of addl benches : Agreed to hold over to the next meeting.

8. Community Hall Committee

Costs of new ceramic hob on hold due to illness.

Christmas Lunch very successful – January well booked up.

The Fete Committee meeting rescheduled for Monday 16th January at 5pm.

9. Broken Railings – Pinfold/Salem Bridge.

Highways have not responded to the letter sent in December – however Cllr WB has arranged an all-party meeting for 1.45 Friday 20th January. In attendance – R Fenwick, Highways; R. Caudwell, ADA.org; M. Wray. EA; LCC Cllr W Bowkett and WSM Chair M Rust.

10. Coronation of King Charles 111

Discussion on provision of Hog Roast or local food suppliers – with a view to subsidise and hold in partnership with WASTC on the market Place in Wainfleet. Proposed with local food suppliers and an initial budget of £500.00 for the subsidy of the catering by Cllr SS and seconded by Cllr AP – 2 local food suppliers at £250.00. Council resolved to accept. Clerk to liaise with WASTC Town Clerk.

Initial joint meeting to be set up with attendance by WSM representatives Cllr IH and Cllr Dr CS along with Chair Cllr MR.

11. Finance and Bank Accounts

Cheques were presented for approval and signature as under –

£60.00 Gas Mark 5 for call out (signed and posted for yearend)   

Parish Council – 001498 – M Clarke £728.52 (includes 8 months’ pay award arrears)

                              001497 – HMRC -     £193.13

                              001499 – Haines Watts -£27.00                 Total - £948.65

WSM Community Hall – S Bogg - £153.00

Resolved to approve.

The Monthly Budget and Year to date report was presented and approved.

Bank Reconciliations were presented and approved.

Proposed and Seconded to donate £50.00 to MND in memorium to Councillor R Picker.

Unanimously resolved to approve.

12. Budget 2023.

The draft budget having been circulated to all Councillors and discussed in the Working Group Finance meeting held at 5pm directly before the Council meeting was presented to full council.

Council agreed to adopt the budget and not to raise a precept for 2023/2024

Proposed Cllr CA, Seconded Cllr IH. Council resolved to accept and proceed.

13.Insurance Renewal.

Agreement to invite BHIB for a comprehensive quote to compare with Gallagher when renewal due in June and to ensure all new assets are covered.

14.. Review of Policies

Complaints Procedure – reviewed and agreed to adopt with no changes

15. Correspondence.

Request from LCC for letter of support for renewal of brown signs for Gibralter Point – all in agreement to send.

Information regarding provision of a recycling clothing bin for income generation – agreed not to pursue.

Litter Lotto – a web base to encourage litter to be picked up and enter into a competition. Clerk will post and monitor any uptake.

16. Items for Inclusion on the December Agenda

National Council Award Scheme.

The next monthly meeting is agreed as Monday 13th February 2023 in The Community Hall – Public Forum at 18.00 followed by the Council meeting at 18.10.

Close of Meeting – Cllr MR closed the meeting at 19.25 with thanks to all for their attendance and input.
