Minutes of the Parish Council Meeting of Wainfleet St Mary which took place on

Monday 14th June 2021 at 19.00 in the Community Hall, St Michaels Lane, Wainfleet St Mary, PE24 4HB.

These are draft minutes and subject to amendment prior to being approved at the next Council Meeting Monday 12th July.

Councillors Present

          Public  - No members of the public were in attendance

   Police Report

     PCSO J Richardson updated the Council on staffing withing the organisation – Inspector Hague – Beat Manager – will cover the Wainfleet area . Recruitment has meant all            positions are filled allowing the focus to be on the community – a poster was handed out to be displayed in the Notice Board for the Community to see who are their force              members. “Slow” signs for display in cars were also handed out. The offer of holding a Police Surgery bi-monthly in the hall was offered once restrictions have eased which          was welcomed by the Council.

        Minutes of the Annual Council Meeting on 17th May 2020

           The Minutes of the Annual Council Meeting were agreed with the following updates and amendments – Proposer Cllr MR – Seconded Cllr PG

           Item 12g) - Removal of the Working Group for the Queen’s Estate as there have been no issues – proposed PG, Seconded – RP

           Item 12j) – fishing pegs – Cllr PG in place of Cllr RP

           Item 12 k) – Wainfleet Bank – Cllr MR in place of Cllr RP

        County and District Councillor Report    

        The latest on, what’s happening in the public sector in Lincolnshire - The work has started as we look to address issues raised when canvassing around the area. Just a few           words about our priorities going forward, as the ruling group, we have a very strong manifesto which is about keeping council tax low, providing good quality services, and             also supporting an ambitious programme of building and development – not only roads but also schools and broadband.

During the election period there was a very strong message from the public that they continue to be concerned with potholes and fly-tipping, so we will be targeting these areas with more support. And we'll continue to provide strong, effective support for our most vulnerable residents of all ages where it is needed.

We'll also be campaigning to secure more funding for the authority. It's essential we get a fairer deal from government to help us fund the services people deserve.

Children's Services gain national recognition:

Congratulations to Children's Services who have got through to the final of the national Management Consultancies Association (MCA) Awards with consultants Impower. Their work in Reframing High Needs and SEND support has seen them shortlisted in the Change and Transformation in the Public Sector category. The winner will be announced in November.

National Carers Week 7- 13 June:

National Carers Week is a chance to recognise the contribution carers make to families and communities, and raise awareness of the challenges they face. This year's theme is Make Caring Visible and Valued.

The vital role they play has been particularly highlighted during the Covid-19 pandemic. It has meant many adults, children and young people taking on more responsibilities for their relatives and friends who are disabled, ill or older and who need support.

In Lincolnshire there are an estimated 84,000 carers, including around 8,000 young carers. The county council greatly values the role that carers play,and offers them a range of support. The council is running virtual groups for young carers and there is a Facebook page for young carers and their families.

              Help us to shape the Your Wellbeing Services:

Lincolnshire County Council want to understand people’s experiences of the services they provide to support a person’s wellbeing. Your views about these services are important whether positive or negative as they will help Lincolnshire County Council plan and deliver services that make a difference to people’s lives.

             The services involved are:  Wellbeing Lincs; One You Lincolnshire; Lincolnshire Carers Service and Connect to Support.

There is a short survey that we would like you to complete to tell us if you have heard about these services and if you have used them, what you think about these services and did they meet   your needs?

LCC are particularly interested in the views of people who may have extra needs including Physical and Learning Disabilities, Autism and Mental Health, they are equally interested in family members or carers who support a person with these conditions.

Please share your views with me as well, as my role is Chairman of Adults & Community Wellbeing Scrutiny Committee and I am a big believer of strengthening our prevention services to reduce pressure on our Adults and NHS Services, with the bigger benefits of being able to have a longer more fulfilled healthier life style.

             Women's Health Strategy: Call for Evidence -   This call for evidence is seeking the collect views on women's health. It will run for a period of 14 weeks but it has already               started and is open to everyone aged 16 or over - https://www.gov.uk/government/consultations/womens-health-strategy-call-for-evidence

             County Council heritage sites re-open: As lockdown restrictions ease, it's great news that our heritage sites have re-opening.The Collection Museum and Usher Gallery,                 the Battle of Britain Memorial Flight Visitor Centre, Museum of Lincolnshire Life and Lincoln Castle are all open. 

Please note that some of the opening days and times have changed. Booking is essential for Lincoln Castle and the Battle of Britain Memorial Flight Visitor Centre, while pre-booking is strongly advised for the other sites - For more detailed information, visit www.lincolnshire.gov.uk/history-heritage.

             District - I can’t believe it’s been two years since the floods, work is carrying on to the river the plan for the coming year is on line or I have had copies.

             Matters Arising from Previous Meeting and Clerks report

A request to retire from the Council due to health problems has been received from Cllr E Broomfield – this was received and accepted by the Council with regret and good wishes for the future – Clerk to respond and also request a plaque for years of service once confirmed by Mr Broomfield.

This means there are now 2 vacancies on the Council which will be advertised – interested parties will be invited to the September meeting – it was suggested interest had been expressed by one member of the Parish – Clerk to invite to September meeting

Roll and Scroll have been contacted to provide a quote for the bench – they need a specific theme to be able to come up with a design – to have a choice of 2 involves artwork and will increase the cost – there was a majority decision for a farming theme – clerk to advise Roll and Scroll

The positioning of the bench was agreed to be outside of Miller Court with a brass plaque inscribed “For WSM Parishioners from WSM Parish Council”

The invoice for the Notice Board was presented and discussion followed as to having both new boards free standing on poles – subject to acceptance by the occupants of the bungalow on the Pinfold – clerk to confirm and request new costing. Proposer - RP , Seconded – MR

The telephone Box at junction of Queens Estate/St Michael’s Lane is under the ownership of Community Heartbeat. There has been no response to emails thus a written letter will be sent asking their plans for it and to advise of the state of repair.

         Working Group Reports - To discuss and agree actions and associated expenditure for Working Groups

         Allotments – Report on dyke banks – the banks do need tidying up but re not critical at the moment – MR will monitor. Tenants to be invited to an informal meeting with                the Council at the end of the growing season in September to maintain contact and communication. Tenant has been contacted with reference to boundaries.

         Grass Cutting, Trees and Hedges - Hedge needs cutting back on the old road.

         Play Area – all in good order. A request to consider gates has been made by LCC Councillor at the entrance/exit to the Play Area to prevent children running out. Gates have been placed there in the past but accidents had occurred trapping children’s fingers and more and had to be removed as they has created a danger  – the exit does not lead onto the road but a large parking area thus the Council agreed gates were not required for safety – all agreed.

        Community Hall - Disabled Toilet needs attention/external tap requires attention – clerk to arrange for plumber to assess.There is a safe that has not been used for several years in the cupboard in the hall – RP will check and report back.

      Roads and Street Lighting Scrap wood rubbish near bus shelter needs clearing – tba. More Glass bins and additional waste bin required at St Michael’s Lane/Low Road junction – clerk to contact ELDC. Sign for Boston – A52 - sign is required at junction of Sea Lane where it joins the A52 indication Skegness/Boston. Posts along the path/bank from Pinfold to Salem Bridge – 3 are damaged and need repair – clerk to report to FixMyStreet in the first instance

    Planning - No objections to application – s/195/01017/21

    Fly Tipping – no reports

    Street Furniture – all in good order

    Fishing Pegs – in order

    Haven/Wainfleet Bank – all in order

    Community Orchard – Low Lane – ground has been treated with weed killer in preparation for removal, levelling and rotavation

    Finance and Bank Accounts - The AGAR for year ending March 31st 2021 was presented and agreed and signed off for submission to PKF Littlejohn. The Finance report detailing transactions was presented for scrutiny and agreed. Cheques were presented for signature and included payments over £100 for transparency  -  Clerks wages - £346.42, Witham 4th Drainage Board £244.00, WSM PCC £500.00, , L Young   £120.00, LMDB - £824.94. A contribution of £50 was received with thanks from WSM PCC for the use of the hall whilst the Church roof was repaired.

   Community Hall - Proposal to form a Committee for purpose of Community Hall Business and terms of reference – deferred to the next meeting. Quote for redecoration of the hall – unanimous decision to accept L Young. Clerk to advise Mr Young

   Planning - To receive and discuss applications –

Application reference S/195/01017/21

Planning Permission - Erection of a pair of semi-detached houses on the site of existing houses which are to be demolished.

CRANBERRY FARM, NEW ROAD, WAINFLEET ST MARY, SKEGNESS, PE24 4JY

No objections.

    Level crossing - Repairs have been effected that are satisfactory – there is a ridge to the centre of the crossing which has the effect of slowing traffic down.

    Correspondence - S137 application request has been sent to Lowland rescue – no response at date of meeting.

     To agree the date of the next meeting as Monday July 12th
