Minutes of the Parish Council Meeting of Wainfleet St Mary which took place on

Monday 12th July 2021 at 19.00

in the Community Hall, St Michaels Lane, Wainfleet St Mary, PE24 4HB.

These are draft minutes and subject to amendment prior to being approved at the next Council Meeting Monday 13th September - The draft minutes were approved at the meeting on the 13th September and have been recorded as a true version.

  4.  Minutes of the Council Meeting on 14th June 2021

      The Minutes of the June Council Meeting were agreed as a true record of the council meeting held on June 14th  - proposed MR Seconded PG

£25,000 start up loans available for creative entrepreneurs: Creative England and the British Business Bank have joined together to provide start up loans of up to £25,000 to businesses in the creative industries. Available at a fixed interest rate of 6% per annum and repayable over a five-year period, these loans also come with expert support and mentoring to help get your creative business off the ground!

Farming in Protected Landscapes: Grant to fund more sustainable farming in the Lincolnshire Wolds

Online Jobs and Careers Fairs. Since November 2020, the Greater Lincolnshire Online Jobs Fairs have supported over 4,000 individuals to access information about jobs, training and employment support. Have your say about the Draft Community Strategy: Lincolnshire County Council (LCC) know there's lots going on out there and they'd especially like to hear your views regarding how they can deliver the Community Strategy together.
You may have already been involved in the development of customer and digital strategies and conversations with LCC regarding how the community strategy should work.

Supporting Lincolnshire's litter heroes: A new 'litter picking kit' hire scheme is set to be launched across Lincolnshire to help support communities to keep their areas clean. From the middle of July, over 500 free kits will be available for hire via libraries and a number of community hubs across the county.
Kits contain high-vis jackets, litter grabbers, bags, advice and risk assessments.
Libraries and community hubs include: Boston, Bourne, Cherry Willingham, Gainsborough, Grantham, Horncastle, Lincoln, Long Sutton, Louth, Mablethorpe, Market Rasen, Sleaford, Spalding, Skegness, Stamford and Woodhall Spa.

Supporting your mental wellbeingIt's so important to do what we can to look after our mental health and wellbeing especially during these uncertain times. The NHS Every Mind Matters campaign website has a special Covid-19 hub with comprehensive information on how to cope with a range of situations and issues. Topics covered include adjusting to coming out of lockdown, coping with financial issues, and managing working from home.

Extra £2.5m for improved mental health services for Lincolnshire's young people

The national funding will be used to develop a new approach to supporting the mental health of children and young people (CYP) with complex needs. 

A review of urology services: A review of both planned and emergency urology services across Lincolnshire’s hospitals has been launched by United Lincolnshire Hospitals Trust (ULHT). As part of this, ULHT would like people to comment on their proposals. Find out more on their website.

Get on Your Bike this summer!

6.  Matters Arising from Previous Meeting and Clerks report

    The telephone box has reverted to BT ownership and has been removed

    There are now 5 bins for recycling on the corner of Low Road and St Michaels Lane

 Policies have been reviewed and agreed – the following 2 to be reviewed over the next month – Cllr P Garrad will review Environmental and Equal Opportunities

 Disabled toilet has been repaired and is in good order

 Missing sign on the A52 has been reported – FixMyStreet status is “investigating”

 Broken posts along the riverbank Pinfold to Salem bridge reported – FixMyStreet status is “investigating”

 Post outside Miller Court under review with clerk and Cllr WB

Proofs received from The Parish Notice Board and revised quote – unanimous decision to approve - clerk to sign off proofs

Roll and Scroll have confirmed the cost of the bench – no  deposit required – unanimous decision to approve – clerk to confirm with Roll and Scroll

The occupants of the bungalow on Pinfold have been consulted and agreement for a free standing NB agreed – date of installation to be advised and condition of wall to be checked for water damage to bricks and made good at the Council expense.

Western Power have requested access to the land behind the cottages on Sea lane/A52 to replace a transformer – agreed with tenant directly

Community Hall redecoration quote – successful applicant advised – date to be advised when work will commence.

7.  Resignation of Cllr S Roy and resultant vacancies.

Cllr S Roy had submitted a written request to resign from the Council which was accepted with regret – Clerk to advise Cllr Roy. The Council now has 3 vacancies with one person possibly having an interest in joining – discussion followed on how to best promote the council and the vacancies and the potential to assist in decision for the Parish – see item 10.

8.  Working Group Reports

          To discuss and agree actions and associated expenditure for Working Groups

a.    Allotments – Report on dyke banks – reminder on keeping dyke banks tidy to be sent out with invoices for September

b.    Grass Cutting, Trees and Hedges

Hedge needs cutting back on the old road, grass and trees impairing vision on the Low Road towards Friskney – Clerk to report to FixMySreet

c.    Play Area – all in good order..

d.    Community Hall – still waiting defib pads – latest info is supplies are beginning to be received by LIVES – clerk is monitoring weekly.

e.    Roads and Street Lighting

Scrap wood and rubbish near bus shelter needs clearing – Cllr PG is arranging Pot holes Sea Lane and Washdyke – Clerk to report to FixMySTreet

f.     Planning – no applications

g.    Fly Tipping – no reports

h.    Street Furniture – all in good order

i.      Fishing Pegs – in order -

j.      Haven/Wainfleet Bank – all in order

k.    Community Orchard – Low Road– ground has been treated with weed killer in preparation for removal, levelling and rotavation – rotavation is planned shortly and then the ground will have the wildflower mix scattered.

 

9.    Finance and Bank Accounts

   The finance report had earlier been emailed round to all Councillors – a late invoice merited a reprint of the report which was handed round to each Councillor

              Payments over £100 for transparency - The Parish Notice Board Co - £1376.94, Came and Co (Insurers) £1089.07, L Young - £120 (June cheque incorrectly completed                and not presented)   ELDC - £350.00, Clerk’s Wages £373.09

10.   Community Hall

 Proposal to form a Committee for purpose of Community Hall Business and terms of reference – deferred to the September meeting.

 Proposal to hold a Coffee Morning in the hall for residents to meet the Council and to promote the Hall/Parish Councillor vacancies discussed and agreed – marketing strategy agreed – clerk to design a flyer and arrange a Royal Mail door to door leaflet drop – anticipated total cost is £250.00 - Proposed AM - Seconded PG  - unanimous vote to proceed. Date agreed as 11th September 2021 10am till 2pm

11.  Planning -   To receive and discuss applications – No applications received

12.  Correspondence - Concern has been expressed by a member of the public regarding the danger a lack of an adequate barrier between Pinfold and Salem Bridge. Clerk will keep the resident informed of the progress made with FixMyStreet on the status of the report made in June.

               A request was received to consider requesting the owner of the land adjacent to the field of the Community Hall to allow trees to be planted on the land similar to the                     Community Orchard Project. The Orchard project was conducted and funded in liaison with ELDC who provided the trees and after care in the early stages, 

               Clerk is in the process of establishing if the funding is still available prior to contacting landowner    

               To agree the date of the next meeting as Monday 13th September
