   Draft Minutes of the Meeting of Wainfleet St Mary Parish Council that took place on

   Monday 13th December 2021 at 19.00 in the Community Hall, St Michaels Lane, Wainfleet St Mary, PE24 4HB.

To confirm the minutes as a true record of the council meeting held Monday November 10th, confirmed as a true record – Proposed Cllr AM, Seconded Cllr PG

  1. Planning

To receive and discuss applications

Application reference S/195/02470/21 has been received and is now being considered. Your observations are requested no later than 29/12/2021.

Planning Permission - Alterations and remodelling of existing caravan park to site 58no. static caravans and construction of a vehicular access.

BARKHAM ARMS CARAVAN PARK, WAINFLEET BANK, WAINFLEET ST MARY, SKEGNESS, LINCOLNSHIRE, PE24 4JR

           Residents adjoining the development had been invited to submit their comments and concerns

          which the Council will take on board and make representation to ELDC Planning Control –

          Clerk to produce a report  - a copy of which will be available for all residents on request.

LCC and ELDC Cllr. Wendy Bowkett.- - Apologies from Cllr WB 

A report will be forwarded which will be posted on the web site and in the Notice Board when received.

  1. Matters Arising from previous Meeting and Clerks report

The report covered the Community Field Planting – no response from Mr Chamberlain

PAT testing, FireStop and Gas Boiler service have all been completed and in order – certificates posted.

Costings to be obtained for Calor delivery and new accounts set up if required

Additional trees available for the Community Orchard – 6 have been requested

9 .   Finance and Bank Accounts

Payments this month as follows over £100 for transparency – The Parish Notice Board Co - £1406.82, Mr P Whiley - £1262.50, Mr S M Bogg £429.00, Clerk’s wages - £362.00

Bank Mandate to be amended for Community Hall to include all signatories currently on the Parish Account and to include internet access.

Community Hall oven is faulty and will need replacing – Chair proposed a branded double oven, seconded  Cllr AM and all Councillors in support – clerk to contact Stuart Bogg and arrange for the New Year

To consider the Precept for 2022 – The Clerk presented a budget for the precept showing reserves and funds are healthy enough not to need a precept to be raised. It was discussed and agreed no precept to be raised as per the previous years – Proposed Cllr SS - all Councillors in agreement.

          10. Community Hall – It was agreed to Defer to the January meeting – all in agreement

 Charity status and progress

Hand out prepared for all Councillors to read regarding information on charity status and the pros and cons –. Agreed to digest and bring forward for discussion at the December meeting.

11. Review and report on Christmas Light Switch On – Friday 3rd December.

Agreed to defer to the January Meeting

12.Installation of Community Parish bench – Agreed to Defer to the January meeting

Update on anticipated date of installation

13. Community projects – Agreed to Defer to the January Meeting

 Parish Sign – presentation of ideas and costing

 Community Orchard – Additional trees are available from ELDC for planting if required. Report on fencing and path to the bench.

Mural in the Community Hall to be added to January agenda

14. Queens Platinum Jubilee – Extended bank holiday weekend Thurs 2nd June to Sunday 5th June 2022 – The Big Jubilee Lunch

Report to come back from joint meeting on 16th November / meeting cancelled – rearranged?

No date for re-arrangement – WASTC to be contacted by Clerk

   15. Correspondence – None

     Date of the next meeting agreed as Monday January 10th 2022 at 7pm.

The Chair closed the meeting at 9.10pm and wished everyone a Happy Christmas and thanked everyone for their attendance and contributions during the year
