Police Report Wainfleet NPT are continuing with HV patrols in the Wainfleets and surrounding areas. Additional visits to Skegness with opening up of caravan parks. Rise in telephone scams especially related to Covid – most notably in there is a cost involved in getting a test – tests are free. Rise in large garden ornaments being stolen Patrols with ELDC dog warden have begun again Fly tipping on the increase but fortunately not so much in WSM |

County and District Councillor Report – Cllr W. Bowkett LCC and EL report – Household waste recycling centres to accept more waste Changes planned to make cycling, walking and social distancing easier Libraries prepared for re-opening https://lincolnshire.spydus.co.uk for more info Don’t miss out on your child’s HPV (Human Papilloma Virus) vaccinations – letters have gone/going out to parents of Year 8 children – drive through sites are being arranged. East Lincolnshire Railway petition – you can support the petition to open the east Lincolnshire railway Line which ran from Grimsby to Peterborough via Louth on http://chng.it/CBcbBB or www.change.org/ReopentheEastLincolnshireLine The Horncastle MAT band can be seen on YouTube performing a version of Adele’s Rolling in the deep – MAT stands for Multi Academy Trust. The Alliance with Boston District Council has been agreed and will work together to save funds in the region of £15.4 million it is hoped. Works on the Steeping will start on the 3rd and 4th August with a deep weed cut and desilting planned for September. The works will continue till Christmas. Covid 19 is in the recovery phase but the Wellbeing is still on hand if any residents require assistance.

Approval of the Minutes To confirm the minutes of the Remote Parish Council Meeting held on 8th July 2020. Amendments; none. Proposal; minutes to be taken as read and correct RP. 2nd AM. Unanimous. To approve and ratify and sign all draft minutes from remote meeting held 10th June 2020,27th April 2020, 9th March 2020. Amendments – none – Minutes proposed to be taken as correct – unanimous. All copies signed by Chairman. |

Finance To update the Councillors on financial matters To receive and approve payments and receipts. The clerk passed round a financial report showing income, expenses and a bank reconciliation. Payments made of over £100.00 for August meeting for transparency

Council Matters Ratification of all items discussed/agreed/approved over the 4months of remote meetings. Please see Appendix A for full list. Village Hall – to remain closed until further notice Monthly checks all carried out and no concerns – PG Arrangements made to clean the carpets prior to opening – PG and MR to arrange. Quote for repair of corroded bricks to village hall – quote accepted and agreed – work to start asap – clerk to arrange Cracked Willow tree overhanging Wainfleet Bank towards power lines and WAS property. Reported by residents – Western Power contacted and recorded as incident 3720887 – Report to FixMyStreet – incident 374814 . S137 Grant Application – WSM Parish Church - Application recd and discussed – voted to approve – all in agreement. Clerk to advise. Purchase of Wreath for Remembrance Sunday – voted to approve – all in agreement Grass Cutting – Cuts as follows… Queen’s Estate: 26th May, 17th June, 14th July, 10th August River bank to The Grange: 19th May, 9th June, 17th June, 30th June, 14th July, 29th July, 6th August Dykes in front of playing field on Low Road – 10th August Discussion over tenders for new contracts – agenda for September/October meeting Maintenance and repair of play equipment – All inspected and assessed as safe for use. Slight repair to rubber base requires an infill - RP to arrange Allotments and Acreage – query rec’d on actual acreage as opposed to chargeable acreage. Tenant to be invited to discuss Report from residents of peafowl causing a nuisance in Vicarage Lane – discussion and decision to request clerk to write to owner of peafowl to control and contain the birds.

Community Hall Rateable value has been rec’d from the valuation office - £1150. SBRR to be applied for. Request to be backdated to Dec 2019 to allow for grant application to ELDC.

Correspondence Emails had been previously circulated. AWA letter confirming monthly DD reduced from £32.50 to £20.00 pm. Grant funding available for tree planting – opposite play area and one other discussed Meeting arranged with Sarah Baker from ELDC for 2.30 Friday August 21st to review – RP and MC
