1.Approval of the Minutes
To confirm the minutes of the Parish Council Meeting held on Monday 8th March 2021 – Approved by all
Amendments; None
Copy to be signed by Chairman to confirm.
2.Police Report
Jayne – PCSO – no report.
County and District Councillor Report – Cllr W. Bowkett
No report due to County and District Elections
3. Finance and Clerks report
.Further grant support may be available from the lrsg grant – This will be approved by mid April if eligible
All allotment rents have been received.
AGAR and financial returns required as normal this year – no Covid extensions – PKF Littlejohn have contacted clerk to progress.
MR J Seymour to be requested to act as Internal Auditor again.

4. Clerk’s Report
Finance – Cheques for signature – M Clarke, HMRC, Firestop and LJL Landscape
Bank Account – Lloyds new business branch – will be able to open new account in the next couple of weeks.

6.Working Groups
a) Grass Cutting – request to T Blackamore for quote for 2021 season. - Quote has been received – cost is the same as 2020
Queens Estate – Riverbank to the Grange
Dyke in front of Low Road
b) Roads, Path and Street Lighting – No report
c) Play Area – No report
d) Queen’s Estate – No report
e) Fly Tipping – none reported
f) Allotments – All invoices for March paid.
g) Street Furniture – all in order (PG)
h) Haven and Wainfleet Bank. No report.
j) Tree Planting – Low Road tree project. Area has been cleared and trees planted 15th March as planned. Watering will be required if the dry spell continues. Clerk will monitor. LJL requested to remove stumps that were left and level out and to remove deep roots of weeds – idea floated of a wild flower area as opposed to grassed area. Clerk to obtain cost of rotavating and wild flower seed planting for May meeting.
7. Council Matters
a) Parish Council Vacancies – One interested party- ongoing interest to be confirmed pending invite to May meeting.
b) Steeping River Update – waiting latest newsletter
c) FOI Information, Code of Conduct, Health and Safety Policy and Data Protection reviewed updated with guidance from LALC policies
Notice Boards and benches agreed – clerk has requested quotes for discussion in May meeting
d) Annual Council meeting to be held 17th May – Annual Parish meeting date to be discussed at Annual Council Meeting
e) S137 Grant application to be discussed at May meeting
f) All policies now reviewed and updated with the exception of the Financial Regulations – to be discussed at May meeting.
g) Report of glass recycling bins overturned and broken glass requiring to be cleaned up at junction of Low Road and St Michael’s Lane– completed by Councillors and report/request to ELDC for additional bins and for the existing ones to be chained to the metal supports at the back to avoid them being tipped over. The bins had previously been chained to prevent such acts of vandalism – reported to Police – Incident No 104.
h) Resident visited in Groose Lane – overhanging tree is in a privately owned field – District Councillor WB and Councillor MR will contact field owner with request to make safe.
8. Community Hall
a) Community Hall checks completed – all good
b) Confirmed booking of Hall for May 2021 for Police Commissioner Elections – booked as requested. Clerk will clean the day before and sanitise and open for 6am on the morning of 6th May.
c) WSM Parish Church continuing to hold fortnightly services whilst the Church roof is repaired. The roof should be repaired and ready for Services before the 5th May - Church accoutrements will be held in a safe place if unable to return to the Church
d) New pads will be required for Defib machine – clerk has ordered – due for delivery first week in May
e) Internal Decoration to be discussed at next meeting

11. Meeting Dates.
The next Council meeting date was provisionally agreed as 17th May at 7pm in the Community Hall resuming face to face meeting with all Covid Guidance and risk assessments adhered to..subject to guidance remaining unchanged.
