1. Approval of the Minutes
To confirm the minutes of the Parish Council Meeting held on Wednesday 4th November 2020– Approved by all
Amendments; None

2. Police Report
Jayne – PCSO emailed the following.
At this time the report is - the continuing awareness to be kept in regard to scams – luckily hardly any reported in our area. However there is a rise in scams about Covid and testing etc. Also gas bottle thefts are continuing to be reported and this is occurring in our area. Any thefts or attempted thefts need to be reported.
3. County and District Councillor Report – Cllr W. Bowkett
LCC and EL report – 2021 is finally here – 2020 was a long tough year for everyone, especially those living alone and being isolated for most of the year. Unfortunately 2021 has found us in the same position – the message of staying home and keeping safe must be followed. The Covid vaccine for the Wainfleet area will be administered from The Storehouse in Skegness. Residents will be contacted with a due date to attend – anyone unable to attend due to being housebound will be able to have a vaccination with the new vaccines becoming available but will take a little longer. Every adult will be offered the vaccine during 2021 and hopefully as many as possible will take the offer up. If anyone is struggling to seek help then the numbers to contact are below and also my phone number. I am available 24/7 and will endeavour to sort any issues. Please remember to call 111 if you have an urgent medical problem and they will offer advice on where to get treated safely and effectively, not forgetting if it is life threatening to call 999
As you will all know and see, there has been a further bank collapse on Fodderdike bank which hopefully will not cause too much inconvenience when repairing. I have been assured the repair will start asap.
Further road repairs are planned for the fourth phase of the plan for the Fodderdike and as soon as dates are made available I will inform the Parish Clerk and post out on Social Media.
Children who have paid for school transport will receive a 40% refund
Test and Trace payments are still available to support residents and their families if you have to isolate
River Steeping update – the desilting programme which was to be finished this month has been delayed due to being in tier 4 – we are waiting confirmation when the team can return to complete the first section. The new section, the Cut, will commence in September. There has been 2 lagoons filled and the River is working well.
The double yellow lines outside the Fire Station and along Magdalen Road, both sides, were completed last week so hopefully they will stop any issues with the fire service being blocked in, also white lines at junctions and yellow lines around Wainfleet have been re-marked where they have become faded – also the mini roundabout at the Co-op.
Please everyone, stay safe and hopefully life will become a little more normal again, but in the meantime please remember – wash your hands, wear a face covering and keep a 2 metre distance.
4. To update the Councillors on financial matters
To receive and approve payments and receipts.
The clerk passed round a financial report showing income, expenses, and a bank reconciliation.

5. Planning
Application reference S/195/02340/20 has been received and is ow being considered at District Council level. Observations are requested by no later than 20/01/2021
Planning Permission- Construction of a temporary 49.9MW solar farm to include the erection of ground mounted solar panels with transformers to the maximum height of 2.46 metres, a 132KV sub station, a DNO Control room, a Customer Substation, GRP Communications cabin, erection of security fencing and provision of landscaping and other associated infrastructure.

Lively discussions followed and representation agreed to go to ELDC indicating further information to be requested plus site visit and public consultation.
6. Working Groups
a) Grass Cutting – a) Grass Cutting – 20th October 2020

- Riverbank to the Grange – 20th October 2020
- Dyke in front of Low Road – 20th October 2020
- There will be a further additional cut to be taken into account due to weather restrictions – agreement with TB to be done before the end of the GC season/contract
b) Roads, Path and Street Lighting – No issues
c) Play Area – No issues
d) Queen’s Estate – No report
e) Fly Tipping – None reported
f) Allotments – All invoices for March posted and received – due date is 8th March.
g) Street Furniture – all in order (PG)
h) Haven and Wainfleet Bank. No issues
j) Tree Planting – Low Road tree project. Licence with Wester Power agreed. Agreement to be signed by Contractor for removal of stumps and levelling of ground/grass seeding - Clearance will start subject to weather.
7. Council Matters
a) Parish Council Vacancies – One interested party who will be invited to attend next meeting.
b) Church services to be held in WSM Community hall 1st and 3rd Sunday whilst the Church roof is repaired.
8. Community Hall
a) Community hall checks completed – 4 FloGas cyclinders to be ordered.
b) Provisional booking of Hall for May 2021 for Police Commissioner Elections – clerk to arrange
c) PAT testing complete
d) Boiler service completed
e) Defib inspection carried out – request from East Midlands for the defribillator to be included on national database for better coverage of information – clerk to arrange
