Minutes of Wainfleet St Mary Parish Council Meeting 4th November 2020

Held in The Community Hall St Michael’s Lane, Wainfleet St Mary at 7pm

The meeting was brought forward to allow face to face meeting before tier 4 restrictions came into force.

1.     Approval of the Minutes

To confirm the minutes of the Parish Council Meeting held on 14th September 2020 

Amendments; none. Proposal; minutes to be taken as read and correct PG. Seconded MR. Unanimous. Date on the minutes updated to 4th November as no meeting in October.

2.     Police Report

Jayne – PCSO emailed the following..

 We are continuing with HV patrols in and around the area. The activity of some motorbikes on the land along St Michaels Lane – I have managed to speak with the farmer and there is no longer any permission for the persons to ride the M/Bikes on his land. The persons concerned have been notified and so hopefully this problem should now be resolved.  However, I have been informed there is another motoe bike from a different household using the fields at the back of Queens Est.  We shall continue to monitor the situation to try to find out who the person Is to give suitable words of advice to. Scams on line are still a concern in all areas – especially the ones about TV licence payments, “your” arrest and paying for Covid information. No Police officer or Bank will ask/demand your bank details.

       3.  County and District Councillor Report – Cllr W. Bowkett -  LCC and EL report –

Substantial financial support has been made available to ensure children and vulnerable people do not go hungry – to find your local food bank go to www.lincolnfoodpartnership.org/ who have rec’d £400,000

Additional funds of £215,000 have gone to Good Neighbour schemes – schemes can be found at www.maphub.net/LincsGNS/lincs-gns The Lincs resilience Fund LRF have also rec’d £217,000 to ensure the most vulnerable do not go without. Greater Lincolnshire food sector has rec’d government backing.

The Job Support Scheme and Furlough payments remain in force to support business – for information, help and guidance go to www.businesslincolnshire.com, Webinars are available on the Business Lincolnshire web site. The Job centre web site assists with those looking for work and the Greater Lincolnshire LEP world of work website can help with career changes and for those who need advice on a range of issues including Universal credit the web site www.citizens.advice.ork.uk has a range of help available.

a)         Grass Cutting – a) Grass Cutting -

            Dyke in front of Low Road – 30.9.30

            Christmas Tree ordered -5 to 6 feet only in height

b)         Roads, Path and Street Lighting – 30mph sign Boston/Skegness missing

             Trees overhanging obscuring view from Toft Close/A52 opposite bypass

c)         Play Area – repairs completed and safe and all in order (RP – telephone call to confirm))

d)         Queen’s Estate – No report

e)         Fly Tipping – Church Lane reports of rubbish

f)          Allotments – discussion on best way forward to establish correct measurement of Sea Lane allotments – Willsons to be contacted with request to measure and record. Exchange of plots between Mr Etches and Mr Clow agreed from Nov 1st New contracts to be drawn up and sent for signature. Amendment to invoices for the month of October to be calculated and advised to Mr Etches and Mr Clow.

g)         Street Furniture – all in order (PG)

h)         Haven and Wainfleet Bank – Cracked willow tree is under riparian ownership. Owner has been advised, LCC to provide flood risk report. Tree has been inspected by LCC and is considered to be in good condition and requires no remedial action currently.

j)          Tree Planting – 2 quotes rec’d. Clerk to contact lower quote and request details of insurance and confirm treatment of stumps and levelling and seeding.           

         9.     Council Matters

a)         Parish Council Vacancies – One interested party who will be invited to attend next meeting.

b)         Steeping River Update – printed newsletter handed round   

          10.          Community Hall

a)         PAT testing to be arranged – S Bogg to carry out

b)         Boiler Service to be carried out

c)         Notice Board has been removed

d)         Defib inspection carried out.

e)         Community Hall checks completed

f)          Provisional booking of Hall for May 2021 for Police Commissioner Elections         Clerk to arrange

             11.        Correspondence

a)         Letter of thanks from Magdalen Museum Community Hub for cheque for £250.00

b)         LALC annual report and News Letter

c)         Informational letter from Anesco reference proposed solar PV project at Low farm, off Old Fen Bank. Public consultation offered face to face or video link – WSM indicate person to person consultation – clerk to advise and inform Anesco

The next council meeting date was agreed -subject to Covid restrictions – December 14th 2020 at 7pm
