Minutes of Parish Council Meeting held in St Mary Community Hall, St Michaels Lane

 9th March 2020 at 7pm

1. Apologies for Absence

To receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting.

2. Declarations of Interest

To receive declarations of interest under the Localism Act 2011. (Members must declare any personal interest in any item on the agenda and state whether they are also prejudiced. In the case of personal interest, the member may speak and vote on the matter. In the case of prejudicial interests, the member must withdraw while the matter is discussed.)

3Minutes from the Council Meeting on 10th February 2020

To approve as a correct record the notes of the monthly meeting of the Council held on 10 February

Proposed, seconded and resolved that the minutes were correct with the amendment from “road” to “path” in item 15.

4To receive brief reports from the representatives on outside bodies and the Parish Clerk.

Finance Regs updated to show RFO being a signatory on the bank accounts but not permitted to sign cheques – processed with clerk having internet access.

Magazine payment of £25.00 has been paid in cash to Mr Thompson.

A secondary account for fund raising monies can be opened alongside the present current account – proposed and seconded account should be opened – clerk to arrange.

5.  Police Report – complaints had been rec’d about a motor bike being used on the footpath leading to Groose Lane and another using the back of the Queen’s Estate – police are aware and doing a drive past and monitoring.

6 ELDC/LCC Report – Cllr W Bowkett 

Budget 2020/2021 

Additional money will be invested in highways maintenance and flooding with £14m of efficiency savings to balance the budget. We will be spending around £4m on extra highways gangs to carry out additional maintenance across the county including pothole repairs.

More than £2m will go towards extra drainage repairs and flood response equipment for Lincolnshire Fire and Rescue.

The Council is aiming to become carbon neutral by 2050.

There will be a 1.5% increase in general council tax with a 2% increase specifically for social care giving an overall increase of 3.5% - this is one of the lowest council tax rates in the country. An additional £14m has been provided for by the government  and LCC will continue to push for fairer funding for Lincolnshire.

The Greater Lincolnshire Pub Development Project.

Lincolnshire pubs and restaurants are being encouraged to develop more accommodation – two free pub accommodation development workshops are being held by Business Lincolnshire from 2pm to 4.30 pm – 24th March at the Hare and Hounds in Fulbeck and 25th March at The Advocate Arms Market Rasen – further info or to book a place email nicola.shepheard@lincolnshire.gov.uk

River Steeping – Sec 19

Meeting on 24th Feb at the Storehouse in Skegness discussed and further meeting at Batemans Brewery arranged for 4th April 11.00/3.00pm – all agencies will be there to update the community and answer questions. NB Following the coronavirus pandemic this meeting has been cancelled.

Park Run in Skegness  every Saturday at 9.00am – you can walk if you don’t fancy running – everyone welcome including 4 legged friends.

8. Bank Account 

To discuss and agree on any actions required for Wainfleet St Mary Parish Council bank account.

New mandate completed for new clerk to have internet access – updated for removal of clerk/councillor who have resigned.

Addition of Councillor M Rust as signatory – mandate to be completed

Secondary account can be opened to house fund raising monies – proposed, seconded and agreed  - clerk to arrange.

9. Clerk role 

Training days confirmed for 5th March,25th March and 21st April

Contract and holidays discussed and agreed.

10. Planning 

1 application rec’d – discussed and agreement to support – clerk to advise ELDC

11.Council Matters

To discuss and agree actions and associated expenditure for Council Matters

a)Councillor Vacancies -1 vacancy remaining – notice in notice board – application received by Chair – invitation to attend next meeting.

b)Emergency Planning Meeting update - Meeting arranged for 7pm 31st March – venue requested and agreed to be Community Hall Wainfleet St Mary.

 NB This meeting has been cancelled due to the Corona virus pandemic.

c)Notice board - Discussion on notice board. Ongoing.

d)Website and Emails - Correspondence sent for new website training – Clerk M Clarke to attend – 21st April 10.00- 12.00 at Chapel St Leonards

 NB All training courses have been cancelled due to the Coronavirus pandemic.

12 Purchase of Community Hall.

To discuss and agree actions and associated expenditure for the purchase of the Community Hall.

13.Social Media and communications Policy

Clerk to contact and obtain access to Facebook for role as Admin.

14 Community Hall

a) Fund Raising Events

Quiz Night cancelled due to lack of support – Cards for 100 club printed and distributed amongst Councillors for sale over the next few weeks. First Draw will be April – Clerk will keep records on receipt of information from Councillors.

b) Fete 2020

 No detailed discussion in view of potential restrictions in relation to control of the Corona Virus

c) Lunch Club Support

Progressing well – new account will house monies when open – clerk to arrange

d) Hall Hire

Confirmation of 7th May from ELDC for Police and Crime Commissioner election – 6.30am to 10.30 pm  NB This booking has been cancelled due to the Coronavirus pandemic

Additional l booking 11th March for Walnut care – 2 hrs 2 till 4.00 – time to be amended 2.30 to 4.30. Clerk to create a Check list for user  - update terms and conditions – to include no license holder so cannot sell alcohol but may be permitted to bring own.

Emergency contact no is Sue Simpson – to retain calendar/diary in hall as an A4 sheet per month with days booked – updated as new bookings come in – clerk to draft out.

e) Repairs - Hall Roof

Discussed – tile has slipped and to be refitted. Roof has been inspected . no real problem – water has permeated brick and frozen – replace bricks – quote to be requested

g )Set Up of Community Committee for the Hall

Working Groups Report

a)Planning - Application rec’d 5 March and emailed out – ref no S/195/00396/20 change of use, conversion of and alterations to 2 existing barns to provide 2 dwellings…(works started) view on line at Council web site using link Online planning – agreement to support – clerk to respond to ELDC

b)Grass Cutting, Hedges & Trees

TB has not as yet done a cut that was agreed would be done before the start of the season.

c)Roads, Paths & Street Lighting – RA

Lights are OK – path at Pinfold corner of Low Road and Vicarage Lane – 2 potholes to be reported to Fix My Street – done

d)Play Area – RA

Inspector found some problems – low risk – RA attended to swings and rectified. Seats/Benches/Picnic tables need cleaning and retreating – quote to be requested from Leon Young. Moles are present – to be treated. Soft surfaces – low risk trip all low risk –

Additional inspection sheets requested – clerk to arrange.

e)Fly Tipping – EB

Some items reported at bottle bank – and at Washdike

f)Allotments - EB / RA

Meeting with tenant holder – pipe has silted up so water cannot flow – grips are below water and low running. LMDB in attendance. One allotment still waterlogged – uncovered grips but not draining the allotment – to be monitored

Additional problem with pipe further down – can be dug out by holders – currently not running. Will dig out when LMDB have cleared other pipe.

Request from one holder led to discussion on wet weather reducing crops – responsibility of owner to clear grips to drain land – follow up meeting from Sept to be arranged. List of tenants and plots to be drawn up for responsible Councillor – clerk to arrange and send letter to all tenants

16  Events for 2020

Memorial for 100 years on February 29th at St Mary’s Church 11am

RBL are looking at doing a fish and chip supper at Coronation Hall May 9th – 7 – 10.30pm
