Minutes of Parish Council Meeting held in St Mary Community Hall, St Michaels Lane

 10th February 2020 at 7pm

Agenda

1. Apologies for Absence

To receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting

Cllr R Picker – apologies noted and accepted. 

2.    Declarations of Interest

To receive declarations of interest under the Localism Act 2011. (Members must declare any personal interest in any item on the agenda and state whether they are also prejudiced. In the case of personal interest, the member may speak and vote on the matter. In the case of prejudicial interests, the member must withdraw while the matter is discussed.)

3.   Minutes from the Council Meeting on 13th January 2020.

To approve as a correct record the notes of the monthly meeting of the Council held on 13 January 2020.

Proposed, seconded and resolved that the minutes were correct.

4.To receive brief reports from the representatives on outside bodies and the Parish Clerk.

Finance Regs updated to show RFO being a signatory on the bank accounts but not permitted to sign cheques

Condolence Book ongoing

Church Magazine updated for advertising of Hall

Letter sent to TAB – has responded to Chair – will do a cut before the next season starts

The hedge at St Michael’s Lane has been reported via Fix My Street

Pot hole in St Michael’s Lane has been filled in

Precept signed and returned

All other matters are elsewhere.

5. Police Report – No Report.

6. ELDC/LCC Report – Cllr W Bowkett.

Highways funding – addl to maintenance and flooding – budget with extra cash agreed

Lincolnshire Fire and Rescue  - Compiling its community plan – Integrated Risk Management

Young Carers – schools responding with support

Adoption Information evenings held in Feb at Branston hall and Boston West Golf Club

Archeologists have discovered 270,000 artefacts covering 400,000 years of human history whilst building the new Lincoln Eastern Bypass

The Collection Museum in Lincoln hosting century of valour until 15th March

New website – www.lincolnshire.gov.uk launched and is tablet and mobile phone friendly

Further event planned for March at Batemans to discuss the Sec 19 and planned work on the Steeping

Speed reduction to 30mph on Spilsby Road going to consultation as are double yellow lines outside Fire Station in the High Street.

7 Finance.

To receive financial reports and updates. To approve payments and receipts.

Proposed, Seconded and Resolved to approve late payment for Ringrose Law for £4,000 – second instalment for purchasing of Hall as previously approved.

8. Bank Account

To discuss and agree on any actions required for Wainfleet St Mary Parish Council bank account in relation to Clerk resignation.

New mandate completed for new clerk to have internet access

Proposed, Seconded and resolved new clerk has internet access as agreed and Cllr Atkinson and previous clerk to be taken off.

Agenda item for March meeting – Cllr Rust.

9. Clerk role

To discuss and agree actions and associated expenditure for Clerks final payroll run.

To propose to go into closed session and exclude press and public to discuss administration in relation to Clerk S Simmons final salary at 19.40

Discussion on previous Clerk final salary – session opened at 19.45

Proposed SR, Seconded PG and resolved to approve final salary.

10. Planning.

To receive and discuss applications - None received

11. Council Matters

To discuss and agree actions and associated expenditure for Council Matters.

a) Councillor Vacancies - 1 vacancy remaining – notice in notice board

b) Emergency Planning Meeting update - Cancelled – new date to be confirmed

c) Notice board - Discussion on notice board. Clerk has had minor repairs done until new one can be purchased.

d)Website and Emails - Correspondence sent for new website training – Clerk M Clarke to attend – 21st April 10.00- 12.00 at Chapel St Leonards.

12 .Purchase of Community Hall

To discuss and agree actions and associated expenditure for the purchase of the Community Hall.

Second cheque for £4,000 issued as agreed in previous minutes

13 Social Media and communications Policy

To discuss and agree actions and associated expenditure for Social Media Policy and Communications Policy.

Proposed, Seconded and resolved to accept changes to Social Media and Communications Policy.

14 Community Hall

To discuss and agree actions and associated expenditure for the Community Hall.

a) Fund Raising Events - Discussion on Fund Raising Events – meeting arranged for 6.00pm 12th February 2020 to discuss in detail. Clerk to draft letter and poster for a quiz night.

b) Fete 2020 -  Meeting arranged for 6.00pm 12th February 2020 to discuss in detail

c)Lunch Club Support - All going well – Monies for December and January lunches are with the Chair

Proposed, Seconded and resolved to bank a cheque from Wainfleet St Mary charity trustees and to re-imburse when a bank account for the lunch club has been set up.

d)Hall Hire

Regular booking has requested an invoice be sent as she is having problems in being re-imbursed for the expenditure.

Proposed, Seconded and resolved to invoice – to be reviewed at a later date

Discussion on key safe – Safe not suitable due to size of keys. Proposed, Seconded and resolved that Cllr Murgatroyd will liaise with regular user to enable key to be signed out and returned to enable entry to hall.

e) Repairs - Hall Roof

Street lightning is OK – Still some pot holes on Church lane, corner of Low Road, and junction with Washdike

Alley way end Groose Lane to Toft Close -dangerous due to wet leaves

B1195 down to bridge – road narrowed due to grass encroaching

Clerk to report to FixmyStreet

d)Play Area – RA

Cllr Abbot has mended fence

e) Fly Tipping – EB

Vicarage Lane has been removed. Fly Tipping in Brewsters Lane and 2 lots in Croft Road.

Cllr W Bowkett aware and dealing with.

g) Street Furniture – PG

OK – Cllr P Garrard will check on Sunday

h) Haven and Wainfleet Bank - RP - No report

16  Events for 2020

To discuss and agree actions and associated costs for RBL 29th February 2020

Memorial for 100 years on February 29th at St Mary’s Church 11am

To discuss and agree actions for VE Day 8th and 10th May 2020

Service at The Chapel on the 10th May

RBL are looking at doing a fish and chip supper at Coronation Hall May 9th – 7 – 10.30pm
